Russian Participation in the BSR INTERREG III B Projects

1. Progress in synchronization of the EU financial instruments:

  • European Commission guide “Bringing INTERREG and Tacis together”

  • European Commission annual report on progress achieved as regards coordination between the ERDF and the other financial instruments.

  • Cooperation with EuropaAid regarding complementary projects and application submitted to different EU programmes (Phare CBC, Tacis CBC, Interreg)

  • Baltic Joint Coordination Committee

 2. Baltic Sea Region INTERREG III B Programme:

  • 11 countries around the Baltic Sea is taking part in the programme

  • Monitoring and Steering Committees consist with national delegates (appointed by each of the 11 countries)

  • National Sub-committees acting as an advisory body for SC as well as link between local and regional authorities taking part in IR3B projects.

  • Support for RNSC 

Conditions for joint INTERREG IIIB projects:

  1. Minimum eligible PARTNERSHIP:

-        3 partners form BSR countries

-        2 should contribute financially

-        1 must be a member state

  1. Project partners with Russian partners may be eligible to apply for Tacis CBC (small project facility and Micro project Facility, which are directed to regional and local authorities.

  1. Travel and accommodation can be covered form BSR IR3B project budget for partners form non-EU territory.

  2. “Seed money” – grant available for development of project ideas, partnership and preparation for the main application (all partners can take part but the lead applicant have to be from a member state)

  3. Project ideas (PIF) are updated regularly and available on web page (www.spatial.baltic.net)

    -     Published also in a printed form for Partner Search Forums, where project partners have chance to meet and develop further contacts.

  1. Russian participation in the BSR INTERREG IIIB projects:

DECEMBER 2001

Out of 40 projects submitted to JS, 13 indicated Russian partners.

- Steering Committee approved 6 projects and 3 of them indicted Russian participation in the project.
