Creation
a Modelling Control System Household and Industrial Wastes in
the Frontier Zone Russia - European Union
Substantiation
of the project.
Necessity
of creation of a modelling control system of industrial and
household waste products in the frontier zone Russia -
European Union is one of the most actual problems connected
both with an ecological situation, and with efficiency of use
of the territory which the significant part now becomes soiled
and leaves economic circulation because of presence of huge
quantity of unorganized dumps.
In
Russia today for the present the most part of waste products
is processed on out-of-date technologies, or buries. The
market of a secondary raw materials is poorly advanced. The
usual situation with waste products negatively influences a
condition of water areas - gulf of Finland, Ladoga lake etc.
Last
years in the North-Western region works on creation of a
complex control system by waste products which can be
considered as the beginning of creation of a control system of
industrial and household waste products in a frontier zone
Russia - European Union have begun.
In
particular, institute RosNIPIUrbanistics in 1999 developed the
Concept "The complex control system of waste products of
Leningrad region" in which the analysis of the usual
situation was carried out and the complex of actions for the
decision of this problem was offered.
Experience
of the next Finland and other countries of Northern and
Western Europe may form good practical base for performance of
the modelling project providing realization of the
above-stated Concept on an example of frontier territories.
The
contents of the project.
In
the offered project it is planned to consider the following
questions:

The
analysis of territory of a frontier zone on a degree of
usefulness and presence of conditions for dispose of
objects of a burial place of dust or processing of dust in
view of features of ecological conditions and the designed
perspective volumes of accumulation of waste products.

Definition
of factors and integrated construction restrictions
directly related as to working objects of a burial place
and processing of waste products, and to potentially
possible in the long term.

Definition
of the priority tasks subject to the urgent decision in
view of high ecological danger, created in territory
consequences of occurrence of the big files of spontaneous
dumps both ecologically incorrect arrangement and the
maintenance of officially resolved ranges.

Allocation
of the territories demanding prime attention and
introduction of new principles of management by process of
waste disposal.

Preparation
of offers in cooperation of efforts at different levels:
intermunicipal, interdistrict, federal, international.

Preparation
of recommendations for introduction of modern technologies
of the reference with waste products.

Preparation
of offers on a proof-reading of the legal and normative
base directed on improvement of a control system by waste
products in region.

Development
of methods of provision of economic incentives of activity
under the reference with waste products.

Development of
actions for selective gathering waste products and
recycling secondary raw material
-
Development
of actions for increase of ecological culture of the
population and to his education in questions of the
reference with waste products.
Participants
of the project.
From
the Russian party participants of the project will be
administrations of subjects of the Russian Federation located
in a frontier zone - Saint Petersburg, Leningrad region,
Republic of Karelia, the Arkhangelsk and Murmansk regions, and
also institutions of local government of the specified
territories.
Conducting
executive organization offers to appoint
RosNIPI Urbanistics of Gosstroy of the Russian
Federation (Russia, Saint Petersburg), having necessary
material, information and personnel resources, and also
experience of development of the Concept of a waste management
of Leningrad Region.
On
the part of the European Union participants of the project may
be the Ministry of an environment of Finland and the regional
unions of Finland located in a frontier zone, and also
ecological governmental bodies of Sweden, Norway, Denmark,
Holland.
Financial
basis.
For
financing the project it is offered to use means of program
Tacis or BSR Interreg-IIIB, and also ecological funds of the
appropriate Subjects of the Russian Federation. The total cost
of works roughly may make 600-700 thousand euros.
End
results of realization of the Project.
Realization
of the Program of Actions "Baltic - 21" and increase
of a level of ecological safety in the Baltic region due to
introduction of modern methods of the reference with waste
products in frontier territories of Russia and the European
Union.
