Measure 1.1: Joint strategies for macro regions

 

Current status:   Available funding: Mˆ 9.8

  • 6 projects in line with the main objectives, of which 2 are focusing on transport development zones

  • Contributing to a better territorial balance

  • High political commitment

Missing:

  • Projects developed for northern (Barents) and eastern parts

  • Synergies between projects, incl. methodological approach and institution building 

Measure 1.2: Promoting sustainable spatial development of global sectors

Current status:    Available funding: Mˆ 2.3

  • 3 projects on tourism with diff. foci and 2 on energy

  • Tourism projects demonstrate concrete results

  • Energy projects making efforts to integrate aspects of spatial development

Missing:

  • No needs for more tourism projects – no reallocation proposed

  • Difficult to get high quality project on energy

Measure 1.3: Development of coastal zone, island and other specific areas

 

Current status:     Available funding: Mˆ 3.2

  • Only 3 projects with different foci  and approaches

  • All projects demonstrate high quality;

    • one covering both land and off-shore actions (Baltcoast),

    • one handling the WFD (BERNET C) and one with a more scientific approach (SeaReg)

Missing:

  • Need for more projects focusing on themes in line with ICZM

  • The Larger Islands cooperation has not envisaged interest

Measure 2.1: Promoting balanced polycentric settlement structures

 

Current status:     Available funding: Mˆ 11.6

  • 10 projects approved with a very scattered picture and mixed quality

  • Difficult to analyse the projects contribution to Polycentricity

  • Many project focusing on only rural dev. actions in the urban-rural relationship, is that acceptable??

Missing:

  • High level projects contributing to the complex objectives of supporting polycentric settlement structures

  • Projects focusing on urban cluster buildings and city-regions in cooperation & competition

  • Projects developing instruments to manage intra-regional rural-urban migration

Proposal:

  • Targeted calls to emphasise high quality projects in order meet the objectives of the measure

Measure 2.2: Sustainable communication links for improved spatial integration

 

Current status:      Available funding: Mˆ 12.6

  • 5 transport project, mostly concentrated in the Southern & Central BSR with different foci

  • No projects focusing on improved access to ICT

  • Additional projects in the pip line in the north and one broad maritime transport network incl. private actors

Missing:

  • Pan-Baltic multimodal transport strategy projects as framework for aggregating the individual projects

Measure 2.3: Good management of cultural & natural heritage, valuable landscape and natural resources

 

Current status:       Available funding: Mˆ 3.9

  • Dominance of cultural projects linked to tourism; e.g.

    • 3 thematic routes and a few focused on natural assets

    • 1 focusing on sustainable historical values in towns

    • 1 project contributes to wise use of limited resources

Missing:

  • Projects focusing on green corridors/networks or sustainable utilisation of wetlands

  • Making use of nature conservation as assets for development

  • Strengthening of the horizontal goal of sustainability

Measure 3: Institution building, strengthening the capacity for spatial development activities

 

Current status:    Available funding: Mˆ 12

  • Only 4 project approved with various focus; e. g.

    • business, environment, civil protection and sustainable cities

  • 3 projects with high level of profession training

Missing:

  • projects on improved capacity for better integrated BSR in East-West institution building

Proposal:

  • Strongly encourage project applications in this field due to the enlargement process
