West Wind Highway

(an inter-regional business and tourism development network formed by participated regions)

The Open International University of the Independent Expertise of Quality of Education in the Network of Scientific and Cultural Centers of the Baltic Sea Region Countries (project of the Association of the Independent Expertise of High School of Saint-Petersburg)

Purpose of the project is increasing attention of the society to the problem of quality of education in the educational system of Saint-Petersburg and Universities Centers of Baltic Countries, to the settlement of multiple matters of formation of the independent expertise. Concordance of legal acts in the field of education is proposed as well as a wide usage of home and foreign pedagogical experience, innovations with systematical consultations, seminars, exchange of experts (having certificates of quality issued by the recognized bodies in the countries-founders of the projects), joint publications and sponsor support.

Increasing Effectiveness of Territorial Strategic Planning

The region of Russia – St. Petersburg and Leningrad district; another regions in the North-West;

The region of other countries of BSR – regions in Sweden, Finland, Denmark, Germany

The proposed project could include the following stages:

  1. Forming a network of 8-15 regions practicing strategic planning on both regional and city levels;

  2. Holding an inception conference to share the regions` general experiences in strategic planning implementation;

  3. Selecting areas, where each of the regions has achieved best results;

  4. Preparing reports on each region`s experience in the specific areas above and taking additional research efforts to confirm the efficiency of methods used;

  5. Establishing a www-site for strategic planning experience sharing;

  6. Holding a series of workshops (10-12 workshops in all) in each participating region to discuss the strategic planning area in which a given region has shown its best performance;

  7. Publishing each workshop`s proceedings to be included into the final volume to be entitled “Best Strategic Planning Practices in the Baltic Sea Region”;

  8. Holding a final conference.

The Baltic Chain (Clearing Hous and Information Network)

Denmark, Germany, Estonia, Finland, Latvia, Poland, Lithuania, Norway, Sweden, Russia (Scientific Research Centre for Ecological Safety), International Energy Agency (IEA)

The Baltic CHAIN co-operation among partners from all ten Baltic Sea States aims for increased investment in small scale energy projects leading to regional economic development and reductions in green house gas emissions. Its main objectives are the establishment of a Clearing House to facilitate financing and implementation of small and medium sized energy projects as well as the creation of an information network as an enlargement of the Clearing House procedure.

Development of Tourism and Regional Planning in Lake Ladoga – Lake Saimaa District

Regions of Russia – Republic of Karelia, Landenpohja District, Sortavala District;

Regions of other countries of the BSR – Finland, Parikkala Municipality, Regional Council of South Karelia

The aim of the project is to develop the North-Western part of Lake Ladoga district (in Karelia, Russia) and Eastern part of Lake Saimaa district (in Finland) as a regional entity of nature and culture tourism. The objective of the project is to develop a marketable cross-border tourism route system and improve the state of planning the tourism areas, routes, services and related land use planning in local and regional administration of Republic of Karelia. One of the main aims is to increase harmony and mutual advantage between development of tourism, nature protection (e.g. planned Ladoga Skerries National Park), and management of cultural environment and the socio-economic sphere.

Conservation of biological diversity in agricultural lands in Republic of Karelia

Regions of Russia – Republic of Karelia (Karelian Research Center of the Russian Academy of Sciences, Ministry of Agriculture of Karelia, Olonets District), the Baltic Fund for Nature of the St. Petersburg Naturalist Society;

Regions of other countries of the BSR – WWF Sweden, Finland

The main objective of the project is the combination of sustainable use of natural resources and the conservation of biological diversity: agricultural activities that will provide feeding opportunities for migrating birds.

The goal is to ensure sustainable agricultural practice in the eastern Ladoga (southern Karelia) as essential area for migrating birds and for supply of agricultural products for Republic of Karelia.
