Project description

In the Republic of Karelia there are 19 municipalities. Each of them has several rural libraries that satisfy the inhabitants' demand for literature & periodicals. According to this project libraries in the most populated settlements with the help of Karelian Regional Fund for Self-Government Development 'Initiative' and some partner from EU-country become Centers of civic rights education and self-government development. Libraries that take part in the project will grow from the position of public place for reading to the position of discussing local problems & affecting local authorities. During execution of events and arrangements in the project local inhabitants will get comprehensive knowledge about their civic rights in communicating with local authorities and government, about their abilities to influence the local governing, about technologies and instruments of effective, democratic self-government. Besides that project includes building the communication channel between local inhabitants and administration & government officers. Special document sectors will be organized in libraries where everybody can get exhaustive information about the situation in the settlement area & about the results of work by elected authorities. Everything above-mentioned done in complex will lead the territory to democratic, understanding, transparent self government & sustainable development.

4. Creation the bilateral communication channel between local authorities and inhabitants.
