Peipsi Forum VII "Cross-border cooperation on the EU external borders: Environment, use of shared natural resources and regional development" took place in December 2-3, 2009 in Tartu, Estonia.

The forum was organized by Peipsi Center for Transboundary Cooperation, Estonian Foreign Policy Institute, University of Tartu Institute of Government and Politics and Forum Balticum in a close cooperation with the Swedish Presidency in the European Union.

Russia and EU signed financing agreement for five CBC programmes

At the EU-Russia Summit on 18 Nov 2009 Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner and the Russian Minister for Regional Development, Viktor Basargin, signed the Financing Agreements for the five cross-border co-operation programmes (CBC):
Kolarctic-Russia (Sweden, Finland, Norway, Russia)
 Karelia-Russia (Finland, Russia)
 South East Finland-Russia (Finland, Russia)
 Estonia-Latvia-Russia
 Lithuania-Poland-Russia (the Kaliningrad programme)
The programmes have a total budget of approximately ˆ437 million until 2013, and are funded by different sources: Russian Federation (ˆ103 mio), European Commission (ˆ267 mio) and the Member States (ˆ67 mio).

BALTRAD approved by the government of Belarus

Several projects supported by the Baltic Sea Region Programme have partners from Belarus. These partners will receive co-financing from the European Neighbourhood and Partnership Instrument (ENPI). Before partners from Belarus can start their work, they have to go through the internal approval procedure by the government of Belarus.

The project BALTRAD was approved by the government of Belarus on 2 June 2009. This is the first project to have finished the internal approval procedure in Belarus.

Project BALTRAD was approved in the 1st call for project applications in the Baltic Sea Region Programme 2007-2013. To find more about the project go to the project database.

European Commission launched the EU Strategy for the Baltic Sea Region

The Commission adopted the EU Strategy for the Baltic Sea Region on 10 June. The strategy will now be transferred to the Parliament and the Council for discussion and agreement. Today the Strategy and its Action Plan are being discussed in Visby, Sweden at the conference "The Baltic Sea Strategy - Regions and Cohesion Policy in action" jointly organised by DG REGIO and the Swedish and Lithuanian Managing Authorities.

Five transport projects approved in the second call

The Monitoring Committee of the Programme approved five transport projects of the second call at its meeting in Vilnius on 8-9 June 2009. Around 16,4 million Euro of ERDF funds or 46% of available ERDF co-financing, 0,72 MEUR of Norwegian funds or 63% of available co-financing and 0.144 MEUR of ENPI funds or 5% of available co-financing were allocated. There are still approx. 25 Million Euro of the Programme funds available to support transport (Priority 2) projects in the coming calls. The approved transport projects involve 97 project partners.

Project TransBaltic was selected as a strategic project of the Programme.

The decision on the second call projects submitted in Priorities 1, 3 and 4 will be taken in Oslo on 15-16 September.

  • Baltic Biogas Bus, Increase the use of biogas buses in public transport to reduce the emissions in urban areas in the Baltic Sea Region, SE, 4.1 MEUR

  • SCANDRIA, Scandinavian-Adriatic Corridor for Growth and Innovation, DE, 3.7 MEUR

  • TransBaltic, Towards an integrated transport system in the Baltic Sea Region, SE, 5.5 MEUR

  • EWTC II, East West Transport Corridor II - a green corridor concept within the Northern Transport Axis approach, SE, 6.0 MEUR

  • C.A.S.H., Connecting Authorities for Safer Heavy Goods Traffic in the Baltic Sea Region, FI, 3.4 MEUR

Secretariat´s staff assists elections in Rostock

Secretariat´s project officer, Bartłomiej Wierzbicki, assisted in the municipal and 2009 European elections in Rostock on 7 June. The turnout for both elections was around 44 %, which is an average of the EU-27 European elections this year.

Financial seminar in Rostock - review

More than 50 participants took part in the first financial seminar of the Programme in Rostock on 3 June. In total 20 projects were represented by projects' financial managers and projects' first level controllers.

During the seminar participants were informed and shared experience on financial management, first level control of the projects, projects reporting system and available calculation tools, eligibility of expenditure and reimbursement  and horizontal rules. As well topics like cost sharing, bid-at-three rule and timesheets were commonly discussed. There was also possibility to work in more details with two case studies dealing with cost sharing and eligibility issues. Through the whole seminar the JTS explained the rules by giving practical examples and lessons learned from the past.

An external controller from RÖVERBRÖNNER KG, which was involved in checking the EU funded projects in the previous two programming periods, gave an overview of their experience.

New publication: 1st call project brochure

The Joint Technical Secretariat has published a new project brochure "First 24 transnational cooperation projects and their contribution to the EU Strategy for the Baltic Sea Region". This brochure provides an overview of the first transnational projects approved by the Programme in the 1st call and demonstrates how conrete projects contribute to implementation of the EU Strategy for the Baltic Sea Region.

On the 10 June the brochure will be distributed at launching events of the EU Strategy for the Baltic Sea Region across the region.

1st call projects contracted

All 24 projects that were approved by the Monitoring Committee in the 1st call signed their contracts with the Managing Authority. Most of the projects will run for three years.

86 applications in the 2nd call

The 2nd call for project applications was closed on 31 March 2009. The Secretariat received 86 applications:

Priority 1: 37

Priority 2: 17

Priority 3: 13

Priority 4: 19

More than 1100 partners are involved. Total budget of the received projects is around 250 million EUR. Majority of the Lead Applicants comes from Sweden (23), Finland (21) and Germany (19). The Secretariat started the Admissibility check.

Programme Info seminar in Kiel

More than 130 participants took part in the Info seminar on the Baltic Sea Region and North Sea Programmes in Kiel on February 2009. The event was organised by the Ministry of Justice, Labour and European Affairs of Schleswig-Holstein.

The aim of the event was to inform the potential applicants from federal state Schleswig-Holstein/Germany about the Programme funding possibilities. In addition, results of 1st call and features of a good project were presented. Three 1st call approved projects ("BaltFood", "BSLN" and "Baltic Green Belt") gave interesting presentations and shared their experience on the project start-up phase.

Programme info event in Helsinki

More than 70 participants took part in the second Finnish national info day on the Baltic Sea Region Programme in Helsinki on 9 February 2009. The participants represented a wide variety of ministries and other national authorities, universities and other educational institutions, regional councils, municipalities, regional and local development agencies etc. from all over the country.

During the first part of the event, general information on the Programme and the results of the first call were provided. The Finnish Lead partner of one of the first call successful projects (BSR InnoReg) shared its experience from the preparation and application stage. The second part of the event focussed on the second call - the special features set out in the announcement note, as well as the national arrangements for co-financing and first level control. The questions sent in advance were addressed in the presentations. Some participants were disappointed about the limited possibilities of involving Russian partners, but there seemed to be a willingness to make the best out of the situation.

The event was a joint effort of the authorities represented in the Monitoring Committee and/or providing state co-financing: the Ministry of Employment and the Economy, the Ministry of Environment, The Ministry of Education, the Regional Council of Central Finland and the Association of Finnish Local and Regional Authorities.

Programme contributes to the final Stakeholder Conference on EU's Baltic Sea Strategy in Rostock

Around 400 representatives of the Baltic governments, local authorities, business, NGOs and academia took part in a final two day conference on the EU Strategy for the Baltic Sea Region in Rostock on 5-6 February 2009. Main aim was to exchange views on this Strategy that seeks to boost economic development and improve environmental conditions in and around the Baltic Sea. Also the Baltic Sea Region Programme representatives contributed to this conference. The Programme was mentioned several times as one of the potential financial instruments to support the implementation of the Strategy.

The conference was opened by EU Regional Policy Commissioner Danuta Hübner and closed by Dirk Ahner, Director General of the DG Regional Policy. The Commissioner ensured that this conference marks the moment when we have to move from words to action to make the Strategy a reality and that it will make a difference and deliver lasting results. The Commissioner mentioned several flagship projects, which could been seen as a first step in the implementation of the Strategy.

On the second day of the conference themes like governance, implementation and financing were tackled. The Commission will present the EU Strategy for the Baltic Sea Region by June 2009, with an action plan identifying lead partners, funding sources and a timeframe. The adoption of the Strategy will be one of the priorities of the Swedish EU Presidency in the second half of 2009.

Lead Applicant seminar in Rostock

Around 100 participants representing 60 project ideas took part in the Lead Applicant seminar of the Baltic Sea Region Programme 2007 - 2013 on the 4-5 February in Rostock Warnemünde/Germany. This was the third Lead Applicant seminar supporting applicants who plan to apply for the funding from the Programme in the 2nd or the 3rd call for project applications.

During the seminars the Joint Technical Secretariat staff provided practical guidance on how to fill in the application form. 28 project idea owners had individual project consultations where they could discuss their project ideas in more details. On the Programme website www.eu.baltic.net you can download the documents and presentations from this seminar.

From January 1, 2009 the functions of Local Support Office (LSO) of EC projects in Saint-Petersburg will be passed to Leontief Centre

From January 1, 2009 the functions of Local Support Office (LSO) of EC projects in Saint-Petersburg will be passed to Leontief Centre – as a profile organization fulfilling the functions of the secretariat of Russian national sub-committee of Baltic Sea Region Programme and is the main organization for Information office of Program secretariat.

 

At the turn of the year 2008 the scope of activities of the LSO in St-Petersburg will be reduced due to termination of the large-scale Tacis project, in frames of which the LSO activities were supported and LSO is going to change its format of activities. The similar transformation will take place in other regions. The functions of LSOs will be passed to different local profile organizations. New format will allow to provide consultancy of interested organizations, expertise and methodological support on a limited number of programs.

Baltic Sea Region Programme Conference 2008

On November 26, 2008 in Tallinn the Baltic Sea Region Programme Conference 2008 will be held.

The conference will offer you the opportunity to take a broader view at the Baltic Sea Region and be informed about the new concept of the "Baltic Sea Strategy" prepared by the European Parliament and the European Commission. Achievements of projects part-financed by the Baltic Sea Region INTERREG III
B Programme 2000 - 2006 will be presented and you will learn more about the start-up of the Baltic Sea Region Programme 2007-2013.

Around 500 participants from projects, programme's stakeholders, pan-Baltic organisations, governmental organisations, and the European Commission will get together in Tallinn.

Back to back with the conference, Lead Applicants and project promoters intending to apply for the 2nd call for project applications will be invited to an information seminar and to individual project consultations on 27-28 November. The number of participants for the Lead Applicant seminar will be limited to 120.

Monograph Northern Europe. Region of Modern Development  

The Monograph Northern Europe. Region of Modern Development, editing by RNSC member Yuri Deryabin, Head of Centre of Northern Europe at the Institute of Europe RAS, Ambassador Extraordinary and Plenipotentiary of the Russian Federation, was published. 24 Projects Approved in the First Call
After more than three years of joint programme preparation, the Monitoring Committee of the Baltic Sea Region Programme 2007-2013 approved 24 transnational cooperation projects at its meeting in Copenhagen on 23 - 24 October 2008. Around 66.1 Million Euro or 29.8 % of the total available EU/Norwegian programme co-financing was allocated. The approved projects involve around 443 project partners from 11 countries in the Baltic Sea area. In total 110 project applications were received in the 1st call closed on 30 May 2008. More statistics on the results of the 1st call you will find below.
The representatives of the participating countries decided to open the second call for project applications on 19 January 2009. Deadline for sending applications to the Joint Technical Secretariat will be 31 March 2009.

Baltic Sea Region Programme 2007-2013: new partnership opportunities for Russian and Belarusian regions.

 

The Baltic Sea Region INTERREG III B Neighbourhood Programme has the pleasure of inviting you to the conference „Baltic Sea Region Programme 2007-2013: new partnership opportunities for Russian and Belarusian regions“. More than 200 representatives from national, regional and local authorities, educational institutions, and NGO´s from Russia, Belarus, Norway, and the European Union are expected to get together in Hotel Park Inn Pribaltyskaya in St. Petersburg on 16-17 April 2008.

 

The Tacis Neighbourhood Programme is almost finalised. Though some projects are still running, it is high time to draw a line and to sum up the results. The new European Neighbourhood and Partnership Instrument will substitute the Neighbourhood initiative. Being an integrated element of the Baltic Sea Region Programme 2007 - 2013, it will bring new opportunities of transnational cooperation for Russian and Belarusian partners with the European Union.

 

The Conference will offer you the opportunity to take a closer look upon 28 projects implemented under the Baltic Sea Region INTERREG III B Neighbourhood Programme. Results achieved will illustrate the added value of transnational cooperation to Russian and Belarusian regions. Alongside with this, participants will get acquainted with the new Baltic Sea Region Programme 2007-2013. The requirements of the 1st call for project proposals launched in Spring 2008 will be explained to interested applicants. You will have a chance to learn about the new programme\'s thematic priorities in different workshops. A \"Partner Search Café\" will help you make contacts. A project exhibition will illustrate how cooperation works in practice. Besides, you can consult experts from the European Commission Delegations as well as from the Joint Secretariat about your project idea.

Lead Applicant seminar in Hamburg

On 2-4 of April in Hamburg the Lead Applicant Seminar and individual project consultations took place.

The seminar was addressed to the Lead Applicants who had submitted project ideas and plan to apply for the funds to the Baltic Sea Region Programme 2007-2008 in the 1st or eventually 2nd call for project applications. The seminar gave practical guidance on how to fill in application in the form of 4 parallel working sessions dedicated to separate sections of the application form, as well provided answers to open question and gave opportunity to have individual project consultations.

The First Monitoring Committee Meeting of Baltic Sea Region Programme 2007-2013

On 14-15 of February in Rostock (Germany) the First Monitoring Committee Meeting of Baltic Sea Region Programme 2007-2013 was held. On the meeting, among other questions, the draft project of BSR Programme Manual was discussed.  RNSC Working Group has prepared comments from Russian side.
