41st CSD/BSR Meeting

41st meeting of VASAB 2010 (Vision and Strategies around the Baltic 2010) Committee for Spatial Development of the Baltic Sea Region (CSD/BSR) took place on March 8th-9th, 2007. Ms. Irina Karelina, Leontief Centre’s General Director and RNSC Responsible Secretary, participated in the meeting.

Sixth Conference of Ministers in Gdansk
Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region was held on the 19th of September 2005 in Gdansk (Poland). Leontief Centre President Irina Karelina, as a member of VASAB Committee and official representative of the RF Ministry on Regional Development participated in the Conference.

XXXVIII CSD/BSR meeting

The XXXVIII meeting of the Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on the 1st-2nd of September 2005 in Gdansk (Poland). I.A. Karelina as RNSC Responsible Secretary participated in this meeting.

During this meeting the questions concerning preparation of the Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region were discussed. Also in the framework of the meeting Gdańsk Declaration, which will be signed by the Ministers of BSR countries, was considered.

XXXVII CSD/BSR Meeting

The XXXV meeting of Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on the 26th-27th of May 2005 in Kaliningrad (Russia). I.A. Karelina participated in this meeting.

The question final elaboration of the Policy Document, which will be presented by VASAB Committee on the Conference of Ministers in September 2005, was considered during the meeting. Ministers Responsible for Spatial Planning and Development in the Baltic Sea Region (in Russia there is the Ministry for Regional Development - V.A. Yakovlev) will sign the Declaration on the base of the Policy Document. 

Also a project of Declaration of Ministers Responsible for Spatial Planning and Development in the Baltic Sea Region was discussed. The Conference of Ministers will be held in the beginning of September 2005.

Final decision concerning these documents will be made during extra VASAB Meeting, which is planed to hold on the 1st of July 2005 in Copenhagen.

XXXVI CSD/BSR meeting

The XXXVI meeting of Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on the 22nd - 23rd of February 2005 in Copenhagen (Denmark). During the meeting questions concerning preparation of the Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region were discussed and the final date of carrying was determined – October 14, 2005 in Gdansk (Poland). Also the project of Declaration on Strategy of Baltic Sea Region Development was considered. In the frame of the meeting the Policy Document was discussed as main document of the conference.

M.V. Perov, Representative of the Russian Ministry on Regional Development, participated in the meeting for the first time.

XXIX CSD/BSR Meeting

The XXIX Meeting of the Committee on Spatial Development of the Baltic Sea Region) VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on 21–22 November of 2002 in Helsinki. At the meeting Irina A. Karelina, RNSC Responsible Secretary, member of the Committee on Spatial Planning of the BSR made a presentation on the main activities for the “East-West Forum” project forming and realization.

The project was supported by members of the CSD/BSR of VASAB 2010 Programme and was recognized by respective principal statements of the Wismar Declaration (Wismar Declaration on transnational spatial planning and development policies for the Baltic Sea Region to 2010 was adopted at the Fifth Conference for the Ministers of the Spatial Planning and Development of the BSR on 21 September of 2001 in Wismar, identifies the main requirements, directions, strategy priorities of the VASAB 2010) and was announced as one of the priority directions of VASAB 2010+ Programme Activities.

A Letter of the Chairman of the Committee on the Spatial Planning in the BSR of VASAB 2010 programme (Mrs. Ulla Koski) for project support of «East-West Forum: Sustainable development of the BSR» was sent to Ministers, Responsible for Spatial Planning in the BSR States

XXYIII CSD/BSR meeting

On 27-28th of June The XXYIII Meeting of Committee for Spatial Development of the Baltic Sea Region) VASAB 2010 (Vision and Strategies Around the Baltic 2010) took place under the organizing support of Leningrad Oblast’ Government. The one of the discussed issues was the project of East-West Forum Workshop and Model Region (Leningrad Oblast), focused on the partnership development and increasing the possibilities for collaboration between the power authorities of North-West Russia and the BSR states, as well as the providing with knowledge and experience exchange in the field of the spatial and regional planning. 

Taking-over Chairmanship of the CSD/BSR by Finland

Mr Sergey Naryshkin during this meeting passed the duty of the VASAB Chairperson to Ms Ulla Koski from Finnish Ministry of Environment. CSD members thanked him for his effort to conduct CSD work in an efficient and transparent manner. They also expressed common hope that Leningrad Oblast would join VASAB co-operation for good. Mr Sergey Naryshkin was invited to joint CSD at permanent basis as a possible representative of Leningrad Oblast. 

Note

On September 2001 the period of German chairmanship in Commitee on Spatial Development of the Baltic Sea Region (CSD/BSR) composed of representatives of respective ministries and regional authorities (Germany, Russia) was finished. Chairmanship was passed by Germany to Russia. Mr. Sergey E. Naryshkin, Chairman of Committee of the External Economic Activity and International Contacts, Government of Leningrad region, was appointed as Russian Chairman of the CSD/BSR.

The Troika Meeting of VASAB 2010 Program

On May 6th of 2002 The Troika Meeting of VASAB 2010 Program was held in Helsinki. The one of the main discussed issues was “East-West Forum” for sustainable development of the Baltic Sea Region”  Project.  An executive secretary of RNSC I.A. Karelina took part in the meeting.

Troika approved an idea to organise a pre-meeting between Russian speaking CSD/BSR members and Russian experts and politicians involved in preparation of the N-W Russian Region strategy, according to the proposal presented by Ms Irina Karelina. Troika authorised Secretariat to contribute to this meeting up. The results of this meeting should be distributed among the CSD/BSR members prior to the St. Petersburg meeting, as basis for the CSD/BSR discussion on the East-West Forum project.

The meeting of Leningrad oblast municipalities with participation of VASAB Secretariat

The meeting of the Deputy Head of VASAB Secretariat Mr. Jacek Zaucha and Leningrad oblast municipalities aimed for disseminating of information about INTERREG and VASAB programmes  was organized in the Leningrad oblast Government office on February, 7, 2002.  Mr. Zaucha took part in discussion and made a presentation about using of spatial planning instruments in the Baltic Sea Region while municipal strategic plans elaborating.

XXY CSD/BSR meeting

Abstract from the Minutes disseminated by RNSC via RNSC Members

How the CSD/BSR should deal with projects in different stages: selection, development, fund rising, execution and utilisation of results.

Organisation, procedures, role of the lead country, task forces and secretariat

Decisions :

  1. CSD/BSR should stimulate sectors, regional and local authorities and other actors to stimulate projects implementing VASAB 2010 Plus and the Ministerial Declaration of the Wismar Conference.

  2. The projects initiated by CSD/BSR should meet some of the following criteria:

  • Be helpful in improving spatial polices or be instrumental for preparation of the policy advice,

  • Contain important methodological component,

  • Provide ideas for  legislation building (changes in the existing legislation),

  • Contribute to  ad hoc solving of critical spatial issues and problems (pilot projects) by elaborating win-win solutions.

  1. CSD/BSR should engage itself in few priority demonstration projects being in line with CSD/BSR mandate and general tasks.

  2. CSD/BSR  should draw political  conclusions from the existing spatial projects in particular it can draw political  conclusions on the overall results and impacts of the previous INTERREG C programme in the BSR.

  3. CSD/BSDR should report to the Ministers about the VASAB 2010 Plus implementation and furnish Ministers with recommendations about the priority fields of this implementation, existing gaps and obstacles.

  4. CSD/BSR should raise awareness of spatial planning.

  5. CSD/BSR should be a forum of professional discussions.

  6. CSD/BSR should co-operate with other organisations.
