Baltic Sea Programme 2007-2013 approved by the European Commission

The Baltic Sea Region Programme 2007-2013 was approved by the European  Commission on 21 December 2007. The Programme document can be downloaded at http://www.eu.baltic.net/Programme_document.98.html?.

 

The Baltic Sea Region Programme 2007-2013 is a cooperation of eleven  countries around the Baltic Sea. Project partners work together to find joint solutions to common problems.

 

The Programme will support transnational projects with partners from at least three different countries. Following priorities will be supported:  

  • Fostering innovations

  • Internal and external accessibility

  • Baltic Sea as a common resource

  • Attractive and competitive cities and regions

The first meeting of the Monitoring Committee will take place in Rostock on 14-15 February 2008. Decision about when the first call for project proposals is open will be taken at this meeting.

 

As a support to project idea owners the Joint Technical Secretariat will offer individual consultations for potential applicants at the Lead Applicant seminars that will take place shortly after the first call for project proposals is opened. Working meeting of  BSR INTERREG III B Joint Secretariat representatives and RNSC working group with participation of Belarus representatives

On 28 of November 2007, in St.Petersburg at Leontief Centre the working meeting of  BSR INTERREG III B Joint Secretariat representatives and RNSC working group with participation of Belarus representatives was held.

On the meeting the ENPI implementation issues for further Programme Manual development for the period 2007-2013 were discussed.

Public Hearings on the Cross-Border Cooperation Programme “Estonia-Latvia-Russia” of European Neighbourhood and Partnership Instrument 2007-2013

On 16 of November 2007 in St.Petersburg the Public Hearings on the Cross-Border Cooperation Programme “Estonia-Latvia-Russia” of European Neighbourhood and Partnership Instrument 2007-2013 were held.

Irina Karelina, RNSC Responsible  Secretary and Elena Belova, St.Petersburg Info Point of Neighbourhood Programme BSR INTERREG III B Joint Secretariat expert participated in the meeting.

Elena Belova has made presentation “Basic Results of Neighbourhood Programme Estonia-Latvia-Russia in 2004-2006 Realization”.

On 7-8 of November 2007 in Rostock (Germany) the Task Force meeting on Programme Manual of the BSR Programme 2007-2013 was held.

Interreg III A Conference "United by Borders"

“United by borders” was the motto of the IIIA conference that took place in Riga on 24-25 September. The event gathered more than 400 participants from Russia, Belarus, Baltic States, and Europe. The results and future of the cross-border cooperation was on the agenda at the plenary sessions and workshops. Project exhibition displayed 99 projects supported during last 3 years.

The conference provided also an outlook into the future of cross border cooperation programmes for 2007 - 2013 for border regions of Lithuania, Latvia, Estonia, Russia and Belarus. Programmes for Estonia-Latvia, Estonia-Latvia-Russia, Latvia–Lithuania, Latvia-Lithuania-Belarus and Central Baltic (Finland–Sweden–Estonia–Latvia) were presented.

Baltic Sea Programme 2007-2013 had an info stand and a presentation during plenary session. A new publication from the Baltic Sea programme 2001-2006 “Facts and Figures” was launched during the event to participants.

15 BSSSC Annual Conference in Turku

15 BSSSC (Baltic Sea States Subregional Co-operation) Annual Conference will be held on September 13-14, 2007 in Turku, Finland. The conference is focused on Sustainable Energy and contributions to meet the threats of the climate change. The main speaker will be EU Commissionaire responsible for Energy - Mr. Andris Piebalgs.

Together with the Baltic Sea Region Programme 2007-2013 a Partner Search Forum will be arranged on September 14th.

In Brussels a meeting of the Working group of the Baltic Sea Region Program was held

On June, 12 in Brussels a meeting of the Working group of the Baltic Sea Region Program 2007-2013 was held. In a meeting took part Shakhanov V.B (RF Ministry for Regional Development), Bukin D.V. (the Ministry for Foreign Affairs of the Russian Federation), Karelina I.A. (RNSC Responsible Secretary), V.A.Skorohodov (Tacis Local Support Office in St. Petersburg). At the meeting questions of the technical support were discussed, as well as it’s audit & control.

BEIDS Briefing 2007: 7th Conference on Baltic Studies in Europe was held in Lüneburg (near Hamburg, Germany)

The Nordost-Institut, Lüneburg (near Hamburg, Germany) organized the 7th Conference on Baltic Studies in Europe on June 8-10, 2007. Main Conference topic was The Baltic Region between Germany and Russia: Dependence and Independence - Past and Present. The conference featured panels in the following disciplinary and interdisciplinary areas: information and communication technology, media, education; energy and environment, geography; economics, sociology and demography, gender studies; political science, internationals relations and law; advancing Baltic studies etc.

Regional Seminar of 'South-East Finland - Russia' Neighborhood Program

On June 4, 2007 in St. Petersburg the regional seminar of project participants of the Program South-East Finland - Russia, who received funding during the first and second selection procedures, with participation of Estonia-Latvia-Russia projects from St. Petersburg and Leningrad Oblast took place. In the framework of the seminar Elena Belova (St. Petersburg InfoPoint of INTERREG III B Program) reported on main results and implementation stages of the Baltic Sea Region INTERREG III B Neighborhood Program.

Spatial Planning Website COMMIN.org was launched

An opened and permanently updated Internet portal COMMIN.org, which is a main COMMIN (COMmon MINdscapes) Project instrument stimulating international exchange of knowledge among all involved into the spatial planning and development in the Baltic Sea Region, has been recently launched. COMMIN web based portal was designed as a dialogue platform. Platform core is a constantly enlarging glossary on spatial planning terminology. The database on main spatial terms in English language was created on the web site: the most important terms applied in 11 participating countries (Belarus, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway, Poland, Russia and Sweden) were harmonized and then presented through common English terms based on common understanding and generally adopted definitions.

Belarusian Monthly Economic Review: No.6 (June 2007)

The Institute for Privatization and Management Research Centre under expert support of the German Economic Team has published a new issue of the bulletin Belarusian Monthly Economic Review No.6 (June 2007). The bulletin reviews recent developments in political and economic life of the country, covering real sector, structural trends, external sector, public finance, monetary policy, and banking sector in Belarus. June issue of the bulletin covers following topics:

  • The Belarusian government and Gazprom have signed an agreement to sell 50% of Beltransgaz stock

  • A substantial share of social benefits is abolished

  • Subsidy to suppliers of customer-owned crude oil has reached the level of 90% of export duty on crude oil

  • The yearly plan for collection of export duties is overfulfilled in the course of Jan-Mar

  • Credit Bureau has begun to operate

Baltic Sea Region Programme 2007 - 2013 Conference

Baltic Sea Region Programme 2007 - 2013 Conference was held on May 10th-11th, 2007 in Hamburg, Germany. Around 30 Russian participants from Murmansk Oblast, St. Petersburg, Moscow, Pskov Murmansk Oblast, Kaliningrad Murmansk Oblast, Republic of Karelia, and Arkhangelsk Murmansk Oblast attended the Conference. Two-day Conference offered the chance to learn about new opportunities in the coming programme, to establish useful contacts for future transnational co-operation and to discuss how projects will address four new co-operation themes: "fostering innovations", "accessibility", "Baltic Sea as common resource" and "improving competitiveness of cities and regions". Project Ideas catalogue is posted on the Conference web site.

Meeting of JPC Drafting Groups of the Baltic Sea Program 2007-2013

A meeting of JPC drafting groups of the Baltic Sea Program 2007-2013 was held on May 9th 2007 in Hamburg (Germany). Participants: Valery Shakhanov (RF Ministry for Regional Development), Irina Karelina (RNSC Responsible Secretary), Vladimir Skorokhodov (Tacis Local Support Office in St. Petersburg). The first discussion of the additional documents to the Program Document ‘Baltic Sea Program 2007-2013’ took place. Project selection process, proposals on selection criteria and implementation features of strategic projects as well as next steps were also observed on the meeting (refer to Agenda). Valery Shakhanov delivered to Managing Authorities the approval letter signed by the directory of RF Ministry for Regional Development. Under p. 3-5 of the Agenda Russian delegation delivered their proposals to be included into the Minutes. Next meeting of joint drafting groups is scheduled for September 2007.

Tender for the Strategic Environmental Assessment (SEA)

For 2007-2013 the Commission proposed a new financial instrument, the European Neighborhood and Partnership Instrument (ENPI) supporting the implementation of the EU Neighborhood Policy.
Estonia, Latvia and Russia are currently working on the future Estonia – Latvia - Russia ENPI cross-border cooperation programme. The objective of the SEA is to integrate environmental considerations into the preparation and adoption of the Estonia-Latvia-Russia ENPI Cross-Border Cooperation Programme 2007 – 2013 with a view to promoting sustainable development.
Hereby the companies/persons interested in carrying out the strategic environmental assessment are invited to submit their proposals. Deadline for submission of tender proposals is 20 April, 2007.

Meeting with BSSSC Delegation

A meeting between the Delegation of the Baltic Sea States Subregional Co-operation (BSSSC) and RNSC members was held in St. Petersburg (Smolny). BSSSC representatives: Arne Ören, Chairman of BSSSC Board of Directors, Governor of Østfold District Municipality, Ann Irene Sæternes, BSSSC Deputy General Secretary, Yury Tomilov, BSSSC Secretariat.

Arne Ören reported on main goals and tasks of the Baltic Sea States Subregional Co-operation as well as on the Action Plan for 2006-2008. A new Baltic Sea Region Program 2007-2013 was also discussed during the meeting.

Communication & Media Seminar (Berlin, Germany)

Communication & Media Seminar for Projects Running in BSR INTERREG III B BSR and INTERREG IIIC North took place on March 14th-15th, 2007 in Berlin (Germany). More than 110 communication officers and project managers from INTERREG programmes attended that event. The seminar covered a range of the most important topics that would help projects to communicate better with their target audiences. Ms. Elena Belova, Head of Leontief Centre’s Development Department, participated in the seminar.

BEIDS Briefing 2007: EU Sets Goals on Climate Change

The leaders of the EU’s 27 member states adopted a "bold and ambitious" programme of measures on climate protection and clean energy.  Leaders emerged from talks to announce agreement on binding targets to reduce greenhouse gas emissions and increase the use of renewable energies by 2020. European Commission President José Manuel Barroso said the EU now had "the most ambitious climate protection strategy anywhere in the world".  The conclusions of the Summit can be seen HERE.

Pan European Institute’s Baltic Rim Economies – Bimonthly Review

Pan European Institute announced the free delivery of the "Baltic Rim Economies - Bimonthly Review". The Review consists of interesting news concerning the business climate, legislation, corporate acquisitions and major foreign direct investments in the three Baltic States and Poland. Nine projects approved in the 5th Call for proposals of EU financed INTERREG IIIA Priority North

On the 29-30 January 2007 the Steering Committee (SC) of the Baltic Sea Region INTERREG III B Neighbourhood Programme IIIA Priority North met in Riga, Latvia to discuss the project applications submitted for the Vth Call for Proposals. The Call was closed on December 4th, 2006. Altogether 29 project applications were received.

The SC approved 9 projects and committed all available Tacis funding (Tacis Action Programme 2005) – 1.9 million EUR. The implementation of projects’ activities will be fully financed from Tacis funding. All project proposals in 5th Call have been submitted for Measure 2 – Cooperation on the EU External Borders with Russia. All the projects have been approved under conditions.

At the moment there are no funds left in the INTERREG IIIA Priority North, therefore no more Calls for project proposals within this programme will be organized. Altogether there are 46 projects approved in the INTERREG IIIA Priority North.

Infoseminar on Implementation of BSR INTERREG III B NP Projects for Russian Partners

Infoseminar on implementation of BSR INTERREG III B NP projects for Russian partners took place in Saint Petersburg on January 26, 2007. The seminar was organized by BSR INTERREG III B NP Joint Secretariat (Riga, Latvia) and JS Infopoint in Saint Petersburg with assistance of EC Delegation in Russia and Committee for external relations of Saint-Petersburg. 60 persons took part in the seminar. Tacis rules (grant-contracts, costs, report’s procedures and forms), reporting procedure for Programme Secretariat in Riga and informational and printing requirements at projects implementation were reviewed in the framework of event.  Projects approved in the 8 (III B) and 3, 4 (IIIA) Calls for Proposals of BSR INTERREG III B NP also were presented. Participants of the seminar were afforded an opportunity to get individual consultations from Secretariat members, EC Delegation in Russia and Infopoints.

9 projects approved in the 9th call

The 12th meeting of the Steering Committee for the Baltic Sea INTERREG III B Neighbourhood Programme took place on 7-8 December 2006 in the growing polish city Wroclaw.
Among other issues, the Steering Committee decided on the applications received in the 9th round. SC approved nine project proposals and committed all available Tacis funding (Tacis Action Programme 2005) – 3,325,000 Euro. Two projects were put on the reserve list. The reserve projects will receive funding in case some of the approved projects are unable to conclude contracts.
The approved projects will run for two years and will finalize their activities in the beginning of year 2009. The implementation of projects’ activities will be fully financed from External (Tacis) Funding.
The 33 proposals submitted in this call applied for three times more funding than was available. The 9th call was open from 21 July to 16 October 2006. Two measures under the priority 3 (transnational and bilateral capacity building) were open for applicants. Majority of the proposals came in the field of economic development. However also other themes like environment, energy, sustainable development and transport were represented. The applying projects focused mainly on the partner countries Russia and Belarus. Most of the project partners came from Russia - in total 119. Also Belarusian partners were active with 14 project partners in the received applications.

At the moment there are no funds left in the running Baltic Sea INTERREG III B programme, therefore no more calls for project proposals will be organized. The first call under the new Baltic Sea Programme 2007-2013 (territorial cooperation) is planned for the 2nd half of year 2007.

Steering Committee meeting was hold in Krakow (Poland) on 7-8, December 2006. Steering Committee decided on the applications received in the 9th Call for Proposals of the BSR Interreg III B NP. Belarus signed Action Programme 2005

We are glad to inform you, that the Action Programme 2005 has been
recently signed by the Belarusian government. It means that projects
approved in the ninth call can be contracted (Tacis funds) and the
‘suspensive clause‘ announced with the call is not valid any more.
By now, both Russia and Belarus have signed the Action Programme 2005.

ENPI integrated into new Baltic Sea programme 2007-2013 – but submission to the European Commission postponed

Joint Programming Committee meeting was hold in Riga (Latvia) on 26-27, October 2006. At its meeting the Joint Programming Committee (JPC), responsible for preparing the new transnational programme for the Baltic Sea area, reached agreement on how to include both, funding from the European Regional Development Fund (ERDF) and Norway as well as funding from the European Neighbourhood and Partnership Instrument (ENPI) for the eligible regions of the partner countries Russia and Belarus into a joint programme. A compromise was concluded with the European Commission’s Directorate General for External Relations (DG Relex) to integrate the ENPI into the already defined four transnational Priorities of the new programme instead of introducing a separate Priority only for ENPI. This way, Russian and Belarusian project partners can fully participate in transnational cooperation in all thematic fields covered by the present four Priorities (Innovation, Accessibility, Environment and Settlement Structures). ENPI amounts to some 22 Million Euros whereas ERDF and Norway contribute with some 209 Million Euros to the budget of the programme.
Consequently, the original plan does not hold any longer to submit firstly the ERDF programme component to the European Commission for approval in November 2006. The challenge will be to find ways of how to integrate the objectives of the ENPI into the four transnational Priorities. Preparing the ENPI component will require more drafting work, discussions and negotiations with the partner countries as well as with DG Relex. The JPC scheduled a sixth meeting at the end of January 2007 to review the “integrated” draft programme. Afterwards, the programme will have to be accepted by each participating country in a national approval procedure. The new date for submission to the European Commission is now March 2007.
The “integrated” draft programme will however not yet include a plan of how to implement the ENPI funds. The new ENPI Implementing Rules will not earlier be ready than at about March. These rules will describe how to deal with ENPI funds at a practical level: how to contract funds, how to monitor, audit and control expenditure on the territory of the partner countries.
The JPC also took note of the work of the Ex-Ante evaluators (COWI A/S, Denmark). Their general impression of the programme at this stage was positive although more analysis to justify priority themes could have been provided. They pointed out that due to the variety of themes as well as the complexity of the programme it would be difficult to define impact indicators measuring the success of the programme as a whole as well as on Priority level. The JPC re-defined the overall objective of the programme reading now “to strengthen the development towards a sustainable, competitive and territorially integrated Baltic Sea region by connecting potentials over the borders”. The programme’s short name will be “Baltic Sea Region Programme 2007-2013” added by sub-titles.
The JPC, hosted by Latvia and chaired by Arina Andriečika, Ministry of Regional Development and Local Governments, worked off a long agenda. Despite the agreement on integrating the ENPI into the transnational priorities of the programme, the JPC supported the proposal that the 10% flexibility rule should be kept as an option for project participants from countries outside the EU and Norway to join in. The programme area was considerably extended to the North-East in the Barents region in Russia, and also includes now the whole of Belarus as eligible territory.
The JPC did not reach an agreement about the final rate for Technical Assistance to support programme implementation. It was however agreed that the level should be at 6% of the total ERDF budget co-financed with 30 % from the national budgets. Norway will provide a 50 % co-financing rate to its share of the Technical Assistance budget. Further on, Germany was urged to nominate an Audit Authority to the programme by the end of November.

33 new project proposals received in the 9th call

The 9th call for project proposals was closed on 16 October 2006. Altogether Joint Secretariat received 33 new applications.
The projects will be assessed and presented to the Steering Committee. The Committee will meet on 7-8 December in Krakow and make funding decisions. All projects contracted in the 9th application call will be financed solely from the external (Tacis) funding AP 2005.

Partner Search Forum and Lead Applicant Seminar. Individual Consultations

BSR INTERREG III B Joint Secretariat (JS) and Tacis Regional Capacity Building Initiative project (RCBI) jointly organize a Partner Search – Lead Applicant Seminar devoted to the 5th Call Call for Proposals in the framework of the INTERREG IIIA Priority North launched on 2 October with the deadline on 4 December 2006. Seminar will take place on 10-11 October, in Tigra Hotel (Priekuli, Latvia).

 In the framework of the seminar participants will get a unique chance to establish new contacts and strengthen already existing networks, develop new project ideas with the assistance of the JS and Tacis RCBI experts , obtain the latest information on the particularities of the 5th call, as well as receive individual consultations.

Seminar is designed to meet demands of different groups of actors involved in project activity: experienced applicants and partners, as well as beginners looking for new contacts, coming up with their first project ideas. Invited to the seminar are representatives of regional and local authorities, NGO’s, educational institutions, other non-profit organizations from Latvia, Estonia and Russia interested in developing project proposals for the cross-border cooperation projects on the borders with Russia.

BEIDS Briefing 2006: ‘Cities and Governance for Sustainable Development’ Conference in Vilnius

9th call for project proposals (Tacis) will be launched in July

At the Meeting that took place on 8-9 June in Straszyn/Poland the BSR INTERREG III B Steering Committee decided to organise the 9th call for project proposals. The 9th call will be launched on 17.07.2006 and closed on 16.10.2006. The 9th call for project proposals will be launched under the suspensive clause, which means that contracts for approved projects can be concluded only after the Financial Agreement for Action Programme 2005 is signed. Public consultations of the Baltic Sea Region INTERREG programme 2007-2013

The programme document presents priorities for transnational co-operation in the Baltic Sea Region for the period of 2007-2013. Its main ambition is to enhance actions across the state borders, which would contribute to higher competitiveness, more sustainable development and better territorial cohesion of the Baltic Sea Region.
The document, prepared by representatives of 11 countries around the Baltic Sea, has entered the consultation phase. All submitted comments and remarks will be used by the Joint Programming Committee to prepare the final proposal and hand it over to the European Commission in autumn 2006.

A report containing the Strategic Environmental Assessment of the programme will be available for consultation at the later date.

Ten projects approved in the INTERREG IIIA Priority North 4th Call

On the 26-27 June 2006 the Steering Committee of the Baltic Sea Region INTERREG III B Neighbourhood Programme IIIA Priority North met in Narva-Jõesuu , Estonia to discuss the project applications submitted for the 4th Call for Proposals. The Call for Proposals was closed on the 2 May 2006 and altogether 31 project applications were received.

The Steering Committee approved 10 projects, all of which have to fulfill additional conditions.
One project was approved under Measure 1 (cooperation on borders between Latvia and Estonia):

(1) „ Nature learning” (Lead Partner: Tartu Environmental Education Centre, Estonia ) – project promotes nature education, outdoor teaching and intensifies cross-border cooperation between relevant actors of Latvia and Estonia .
Nine projects were approved under Measure 2 (cooperation on the EU external borders with Russia):

(2) “WATERS” (Lead Partner: Värska Municipal Government, Estonia) – project focuses on reducing the load of untreated municipal waste water flowing into Lake Pskov .
(3) “Influence of dam and turbines of Narva hydropower station on the migration of European eel from Lake Peipsi basin” (Lead Partner: Estonian University of Life Sciences) - this project investigates eel migration from Lake Peipsi basin to the Baltic Sea .

(4) “Connect BALTIC-RUSSIA” (Lead Partner: Connect Latvia) - objective of the project is to expand Connect network to Russia .

(5) “New Spatial Development Zone for Border Regions of Latvia and Russia - Connecting Potentials of Two Countries” (Lead partner: Latgale Regional Development Agency , Latvia ) - project focuses on spatial development around Daugavpils–St. Petersburg transport corridor.

(6) “Promoting Museum Cooperation in Border Areas to Explore the Common Cultural Heritage” (Lead Partner: Madona District Council, Latvia) - project focuses on intensifying cooperation between the museums of Latvian and Russian border areas and raising attractiveness of these museums.

(7) “Cross-border development of town centrals” (Lead Partner: Kohtla-Järve Town Government, Estonia) - objective of the project is modernization of life environment in Kohtla-Järve and Slantsy industrial towns through development of town centrals.

(8) “Unique Estonian-Russian fortresses ensemble development as a single tourist product and conservation of cultural and historical heritage” (Lead Partner: Narva Town Government, Estonia) - objective of the project is to develop Narva-Ivangorod fortress ensemble as a single tourist product, and their conservation.

(9) “Development of the River Narva water tourist routes and integration into the Baltic Sea small harbours network” (Lead Partner: Narva Town Government, Estonia) - project is aimed at studying the opportunities and development of water tourism on the River Narva.

(10) “Crossborder Estonian-Russian cultural tourism development” (Lead Partner: Ida-Viru Association of Local Municipalities, Estonia) - project promotes cultural tourism development in Ida-Viru county and Leningrad region.

The total ERDF funding requested by these projects amounts to approximately 1.9 million EUR and 1.2 million EUR from Tacis funds.

Next Call for Proposals for the South Priority will be launched on 2nd October 2006. It will be open until 30 November 2006. As there is no more ERDF funding available, projects can apply only for Tacis funding. In total there will be approximately 1.9 million EUR available from the funds of Tacis Action Programme 2005.

Meeting of the BSR INTERREG III B Steering Committee & update on 2007-2013

On 8th of June in Straszyn, located 12 km from Gdansk in Poland, the 12th meeting of the BSR Interreg IIIB NP Steering Committee took place. The meeting was chaired by Mariusz Kasprzyk, Implementing Authority for Phare CBC, and attended by representatives of all 11 countries. This time no decision on projects’ approval was taken - all ERDF funds have been already committed in the 8th call. The meeting was dedicated to the evaluation of the programme’s progress, addressed some major challenges in running nearly still 100 projects (problems with reporting, project changes) and analysed the state of the programme already after its mid-term (e.g. commitments versus spending). However, a very important decision has been taken: the 9th call for project applications will be launched in order to commit external Tacis funds available to our Programme. Due to the fact that signing the financial agreement for year 2005 by the Russian partners is expected later this year, the call will be launch on suspense clause on 17 July 2006 and will be closed on 16th October. Decision on projects approval will be made by the Steering Committee in December 2006.

Back-to back to the SC meeting another event important for the programme took place: a meeting of the next BSR Programme Drafting Teams. On 9th June, the content and implementation strategy and rules were discussed in two parallel sessions in Straszyn. The results of the discussions of two Teams will be presented as a consolidated programme draft to the Joint Programming Committee (JPC) in Bodö/Norway on 26 June. The Content team meeting succeed with agreeing on the scope of each priority in the new programme document to be presented to JPC. Quality criteria and indicators issues are subject to written comments before the final draft will be issued. The question of incorporation of ENPI into the frames of transnational cooperation programme is still open and will be addressed in coming JPC meeting. The Drafting Team responsible for implementation structures will recommend to the Joint Programming Committee to approve a mixed ERDF co-financing rate for projects (up to 85% ERDF contribution for partners from the new EU Member States). There was less consent about the amount for technical assistance which is dedicated to support programme management 2007-2013. The location of the new Joint Technical Secretariat however is clear now: the main office will stay in Rostock/Germany, and a second location will be kept in Riga/Latvia.

The 40th meeting of the Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on May 17th-18th, 2006 in Malmo (Sweden). Baltic Sea INTERREG III B Project Conference

The Baltic Sea INTERREG III B Project Conference - Setting Regions in Motion was held on May 16th-17th 2006 in Malmö (Sweden). Results achieved through transnational cooperation illustrated the added value of INTERREG III B to Baltic Sea Region. At the same time participants were up-dated on the future transnational programme in the Baltic Sea area starting in 2007.

More than 300 participants from projects, programme’s stakeholders, pan-Baltic organizations and the European commission got together in Malmö. Interactive workshops and a project exhibition were competed.

BEIDS Briefing 2006: European Seminar on Sustainability Research in Lithuania

European Seminar on Sustainability Research was held on May 16th-17th, 2006 in Kaunas, Lithuania. Main aim of the Seminar was to discuss the latest trends on sustainability research in Europe, with a special emphasis to the links between sustainability research and coastal zone management issues. Organizers: the Baltic Environmental Information Dissemination System (BEIDS) and European Reference Point for Technology Transfer for Sustainable Development at TuTech Innovation (Hamburg Germany) in cooperation with the University of Vilnius and the Interreg IIIB project COASTMAN (Coastal Zone Management in the Baltic).

Meeting of the Joint Programming Committee on Baltic Sea Region Program for 2007-2013 with participation of working groups took place on May 15th, 2006 in Malmo, Sweden. Mrs. Irina Karelina participated in the meeting as Responsible Secretary of the Russian National Sub-Committee of the BSR INTERREG IIIB NP Program. Mrs. Belova also participated in the JPC meeting. Groups are now preparing proposals on new transnational cooperation program in the Baltic Sea Region for 2007-2013.

31 Application received for the 4th Call for Applications for INTERREG IIIA Priority North

The 4th Call for project applications for the INTERREG IIIA Priority North was closed on 2nd May 2006. The interest from the applicants was great, altogether 31 Application Form was received.

16 of the received projects have Latvian Lead Partners, 14 – Estonian Lead Partners and one project submitted has a Russian Lead Partner. In addition 45 partners from Latvia, 28 partners from Estonia and 53 partners from Russia are involved in the submitted applications.

4 project proposals have been submitted for Measure 1 – cooperation on border between Latvia and Estonia and 27 proposals for Measure 2 – cooperation on the EU external borders with Russia.

The total amount of funding requested from the ERDF is over 5 million EUR. The total amount of ERDF funds available for projects to be implemented is 2.2 million EUR.

The total amount of funding requested from Tacis funds is 3.3 million EUR. The funding allocated for this call from Tacis Action Programme 2004 is 0.2 million EUR and from Tacis Action Programme 2005 2.85 million EUR. Please note that the funding available from Tacis Action Programme 2005 has been allocated with a suspension clause, which means that the Grant Contracts between the Contracting Authority and the projects can be signed only after the Financial Agreement of Tacis Action Programme 2005 is signed by the Russian Federation and the European Commission.

Decisions on projects to be funded shall be made by the INTERREG IIIA Priority North Steering Committee on June 26-27, 2006.

INTERREG IIIA is a European Community Initiative Programme aiming at utilising the cross-border cooperation potential and facilitating the socio-economic development of the border regions. INTERREG IIIA North Priority supports cross-border cooperation on the borders between Estonia, Latvia and Russia and is implemented in the framework of the Baltic Sea Region INTERREG III B Neighbourhood Programme.

Information conference for the 4th INTERREG IIIA Call for Proposals in St. Petersburg

Information conference for the 4th INTERREG IIIA Call for Proposals was held on April 12th-13th, 2006 in St. Petersburg Government, Smolny. More than 100 participants form St. Petersburg and Leningrad Region participated in the Conference (25 representatives of the authorities, 50 participants from non-profit organizations, 12 representatives from educational institutions, 8 experts (Secretariats, Projects, Programs)). Key representatives from St. Petersburg and Leningrad Region Governments, St. Petersburg Tacis Local Support Office, RCBI Project, South Finland- Russia NP Programme were involved in the work of the Conference: representatives of St. Petersburg and Leningrad Oblast Committees for Foreign Affairs, who are responsible for INTERREG IIIA and Steering Committee activities opened the work of the Conference; Head of St. Petersburg Tacis Local Support Office gave overview of Cooperation programmes between the EU and Russia. During the second day experts from the Local Support Office were involved in consultations; RCBI expert delivered presentations on the Tacis requirements. During the 13th of April, 2006 24 consultations with potential Project applicants were held by Riga Secretariat and St. Petersburg info point experts jointly with experts from St. Petersburg Tacis Local Support Office.

Information Conference for the 4th INTERREG IIIA Call for Proposals in Pskov

On March 27th-28th, 2006 the Information Conference for the 4th INTERREG IIIA Call for proposals was held in Pskov Government. More than 80 representatives of the authorities (27), not-for-profit organizations (21), educational institutions (6) from Pskov Region and municipalities as well as EU partners from Estonia and Latvia (21) and Secretariat (7) participated in the Conference. Chairman of the Committee for Economic Development and Property Issues of Pskov Government and Head of Riga Joint INTERREG IIIB Secretariat opened the work of the Conference and key Riga Secretariat. Riga Secretariat and St. Petersburg info point experts delivered above mentioned presentations and hand out materials on the basic INTERREG IIIA Priority North and Tacis requirement. During the 28th of March, 2006 around 20 consultations with potential Project applicants were held by Riga Secretariat and St. Petersburg info point experts from St. Petersburg Tacis Local Support Office.

Programme Manual for Baltic Sea Region INTERREG III B Neighborhood Programme INTERREG IIIA Priorities Estonia-Latvia-Russia (North) Latvia-Lithuania-Belarus (South) has been updated according to changes in the Programme implementation system.

The Manual provides an overview of the planning, managing and follow-up to the projects financed from the INTERREG IIIA Priorities North and South and will provide information on the process from implementation to monitoring, reporting and finalization of the project and assist to applicants in implementing and finalizing the approved projects.

The 4th Call for Proposals for the INTERREG IIIA Priority South has been launched

The 4th Call for Proposals for the INTERREG IIIA Priority South supporting cross-border co-operation between Latvia, Lithuania and Belarus is open from 27th February 2006 with the deadline for project submission on 2nd May 2006.

Funding available in the ERDF budget for the 4th Call projects amounts at approximately 2.7 million EUR. Tacis funding available from Action Programme 2004 is 0.8 million EUR.

No Tacis funding will be allocated for small-scale projects, namely, small-scale projects will be financed only from ERDF.

Applicants can be public authorities from national, regional and local level, public equivalent bodies, such as research and training institutions, foundations, schools, universities, municipal enterprises, agencies, associations, as well as NGOs and other non-for-profit organizations. Also private bodies can participate in projects as partners.

Meetings of the working and consulting groups of the Joint Programming Committee on Baltic Sea Region Program for 2007-2013 took place on January 26th-27th, 2006 in Copenhagen (Dania). I.A. Karelina, Leontief Centre President, participated in the meeting as Responsible Secretary of the Russian National Sub-Committee of the BSR INTERREG III B NP. The Committee will prepare proposals on the priorities for transnational co-operation in the BSR programme 2007-2013. RF Ministry for Regional Development and RF Ministry for Economic Development and Trade were invited for cooperation from the Russian side. A.O. Bobyleva was appointed to the Joint Committee to represent RF Ministry for Regional Development.

Fifteen Projects Approved in the INTERREG IIIA South Priority

On the 17-18 January 2006 the Steering Committee (SC) of the Baltic Sea Region INTERREG III B Neighborhood Programme IIIA Priority South met in Daugavpils, Latvia to discuss the project applications submitted for the second Call for Proposals. The Call was launched on the 5th September 2005 and was closed on the 31 October 2005. Altogether 35 project applications were received.
The SC approved 15 projects to be co-financed from the European Regional Development Fund (ERDF), 14 of them have been approved under conditions.

The total requested ERDF funding amounts to 4 million EUR. However, the allocated funding may be different due to the fact that some projects have been approved under conditions, i.e. certain improvements are required, including budget changes.
Next Call for Proposals for the South Priority will be launched on 20 February 2006. It will be open until 2 May 2006. Available ERDF funding amounts to 2,7 million EUR. Tacis funding available from Action Programme 2004 is 800 000 EUR.

The Latest Amendments in the BSR INTERREG III B NP

The latest amendments in the Baltic Sea Region INTERREG III B Neighborhood Programme were approved on 13th December 2005 by the Commission. The amendments were approved by the Monitoring Committee in the written procedure in August 2005.

The amendments of the programme concerned financial figures due to substitution of estimated private co-financing with national public co-financing in the Priorities 5 and 6. During the approval procedure with the Commission some technical corrections/ amendments were added in chapter 12.1 (Financing from Member States) as well as in pages 81 and 92 of chapter 7 (Priorities and measures) following the proposal of the Commission.

Meeting of the BSR INTERREG III B Steering Committee

The BSR INTERREG III B Steering Committee 11th meeting was held in Lillehammer (Norway) on December 7th-9th 2005. M.V. Perov (RF Ministry for Regional Development), O.V. Klimov (Novgorod Oblast Administration) and I.A. Karelina (Leontief Centre) – as Responsible Secretary of the BSR INTERREG III B NP Russian National Sub-Committee – are Steering Committee members. I.A. Karelina presented Russian side on the meeting held on December 7th-9th 2005. Main aim was to select projects – winners of the 8th application round. As the result 28 applications including 25 with Russian participation were approved.

The First Meeting of the Joint BSR Programme Committee

The first meeting of the Joint Committee of the Baltic Sea Region Programme for 2007-2013 was carried out on November 21st-22nd 2005 in Helsinki (Finland). Leontief Centre President Irina Karelina participated in the meeting as the Responsible Secretary of the Russian National Sub-Committee. The Programme Committee is obliged to prepare in 2006 the suggestions on a New Programme of transnational cooperation in the Baltic Sea Region for 2007-2013 years. 24 of the received projects have Latvian Lead Partners, 23 – Estonian Lead Partners and one project submitted has a Russian Lead Partner. In addition 76 partners from Latvia, 96 partners from Estonia and 41 partners from Russia are involved in the submitted applications.

18 project proposals have been submitted for Measure 1 – cooperation on border between Latvia and Estonia and 30 proposals for Measure 2 – cooperation on the EU external borders with Russia.

Decisions on projects to be funded shall be made by the INTERREG IIIA North Priority Steering Committee on January 23-24, 2006.

INTERREG IIIA is a European Community Initiative Programme aiming at utilising the cross-border cooperation potential and facilitating the socio-economic development of the border regions. INTERREG IIIA North Priority supports cross-border cooperation on the borders between Estonia, Latvia and Russia and is implemented in the framework of the Baltic Sea Region INTERREG III B Neighbourhood Programme.

Lead Applicant Seminar INTERREG IIIA Latvia- Estonia – Russia

BSR INTERREG III B Joint Secretariat Riga organizes the seminar for Lead Applicants to the INTERREG IIIA Priority North supporting the cross-border cooperation between Latvia, Estonia and Russia. The Lead Applicant Seminar will take place on 24-25 October in Taagepera, Estonia.

The objectives of the seminar are:

to provide Lead Applicants with detailed information on how to fill in the application form;

to explain the most important project implementation procedures;

to provide opportunity for individual consultations

The language of the seminar will be English.

Individual consultations are available to the potential applicants that develop INTERREG IIIA projects and would like to discuss their project ideas with the Project Managers in the Joint Secretariat Riga.

The XXXVIII meeting of the Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on the 1st-2nd of September 2005 in Gdansk (Poland). I.A. Karelina as RNSC Responsible Secretary participated in this meeting.

During this meeting the questions concerning preparation of the Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region were discussed. BEIDS Briefing 2005: Nordic Council of Ministers supports professional links

The Nordic Council of Ministers´ Information Office in St. Petersburg has announced the opening of applications for the NordProLink (Nordic Professional Links) scheme.

The scheme provides an opportunity to young employees, residents in the Russian Federation, from small and medium-enterprises in St. Petersburg, the Republics of Karelia and Leningrad, Arkhangelsk, Murmansk, Pskov, Veliky Novgorod and Kaliningrad regions to fulfill a training programme of up to one month in a Nordic country.

Nine projects approved in the INTERREG IIIA South Priority

On the 29-30 June 2005 the Steering Committee (SC) of the Baltic Sea Region INTERREG III B Neighbourhood Programme IIIA Priority South met in Druskininkai, Lithuania to discuss the project applications submitted for the second Call for Proposals. The Call was launched on the 28th February 2005 and was closed on the 2nd May 2005. Altogether 21 project applications were received.

The SC approved 9 projects to be co-financed from the ERDF, all of them have been approved under conditions.

Next Call for Proposals for the South Priority will be launched on 5th of September 2005. It will be open until 31 October 2005.

The Baltic Sea Region INTERREG III B Neighbourhood Programme IIIA Priority South is financed from the European Regional Development Fund (ERDF) and the EU Tacis Programme. It supports cross-border cooperation between the regions located on the borders between Lithuania, Latvia and Belarus. Total amount of funding available for the projects in South priority for the years 2004 - 2006 amounts to 10,417,541 EUR from the ERDF and 1 million EUR has been allocated from Tacis 2004 Programme.

The main aim of the event is to discuss with specialists on environmental disasters and catastrophe management which measures, projects and initiatives are being undertaken to deal with environmental risks and prevent or deal with environmental accidents in the Baltic Coast.

The fourth Partner Search Forum (PSF) was organized on the 23-24 May 2005 in Vilnius, Lithuania. The purpose of the Partner Search Forum was to encourage the prospective partners to present their ideas and find partners for the cooperation in the field of spatial planning and regional development issues. BEIDS Briefing 2005: Governments offered sustainability guidance
A new European Commission paper asks EU governments to recommit to sustainable development, ahead of a forthcoming review of its sustainability strategy.

EU leaders, including leaders from all Baltic countries, will review the communication at their June summit. It broadly reiterates priorities and definitions in the existing strategy. But whereas EU and global sustainability matters were previously agreed at separate summits in Gothenburg and Barcelona, they are now set to be drawn into one document, the communication says.

15 Applications Received for the INTERREG IIIA North Priority

The 2nd call for project applications for the INTERREG IIIA North Priority was closed on 18 April 2005. Altogether 13 applications have been received.

9 of the received projects have Latvian Lead Partners and 6 – Estonian Lead Partners. In addition 35 partners are from Latvia, 21 partners from Estonia and 5 partners from Russia are involved in the submitted applications.

BEIDS Briefing 2005: European Sustainability Survey Starts

A major survey on people’s level of understanding and opinions about sustainability is now underway. Run by the European Reference Point for Technology Transfer for Sustainable Development (ERP-TTSD) at TuTech Innovation in Hamburg, the study will throw some light into the different views, opinions and perspectives of Europeans towards sustainable development. Due to the role played by education for sustainable development, the survey also tries to gather inputs and views on this important issue at the same time ascertaining the extent to which respondents are prepared to pay for making sustainability a reality. The survey is designed to be cross-sectoral, i.e. it involves professionals from different fields and may also be completed by schoolchildren.

The European Sustainability Survey is coordinated by Professor Walter Leal Filho, Head of Life Sciences at TuTech innovation and a leading authority in the field. It runs from 20th April 2005 to 20th June 2005. The on-line form, from which data will be gathered, is available at http://www.tutech.de/se. The results will be available in early September, after which the "World Sustainability Survey" will be undertaken. BEIDS Briefing 2005: EEA circulates "core set" of EU green indicators

The European Environment Agency has released a guide to the "core set" of 37 environmental indicators that will underpin other EU indicator-based assessments of green progress. The agency adopted the set last year; first measurements will be published for most of them in the final quarter of this year. The indicators will be used to compile other reports such as the headline EU sustainability indicators and specialized transport and environment indicators.

BEIDS Briefing 2005. Hamburg Sustainable Construction Forum: Environmental Management and Sustainable Construction in Europe

One of the major obstacles to the implementation of sustainable development is the fact that it is often perceived as something vague and abstract. Yet, the implementation of a sustainability dimension in the construction sector is not only possible, but it also makes environmental and finance sense. This seminar, organized in the context of the Interreg IIIB SmartLIFE project, will explore the links between environmental management and sustainability in the North Sea and Baltic Sea Region and showcase ways of putting sustainability in the construction field into practice.
The event will be held at TuTech in Hamburg on 26.05.2005 - 27.05.2005. Its primary aim is to clarify what the concept of sustainable development is and means to the construction business. In addition, the event aims at providing some information on the integration between environmental management methods and approaches to sustainable construction. Finally, it intends to provide a platform from which specialists from the North Sea region can interact with experts from other parts of Europe, especially from the Baltic Sea area.

The Lead Applicant Seminar INTERREG IIIA Estonia – Latvia – Russia, will take place on 31 March- 1 April in Diki, Latvia.

BSR INTERREG III B Joint Secretariat Riga organizes the seminar for Lead Applicants to the INTERREG IIIA Priority North supporting the cross-border cooperation between Estonia, Latvia and Russia. The Lead Applicant Seminar will take place on 31 March- 1 April in Diki, Latvia.

This event is specifically aimed at Lead Applicants - the organizations intending to submit the project application as a lead partner.

The objectives of the seminar are:

  • to provide Lead Applicants with detailed information on how to fill in the application form;

  • to explain the most important project implementation procedures;

  • to provide opportunity for individual consultations.

The language of seminar will be English.

In order to register for the Seminar, the interested Lead Applicants are asked to submit a Registration Form and the Project Information Form, which can be downloaded here.

The Seventh Call for Project Applications of BSR INTERREG III B Programme

The seventh call for project proposals was launched on 1 February 2005 and was closed on 7 March 2005. Joint Secretariat has received 46 projects applications. The approval decision was taken by the Steering Committee on 2-3 June 2005 in Oslo. 17 projects were approved, 10 projects indicating Russian partners

The ESPON Programme Reports

The ESPON Programme was launched in 2002 as a follow up of the European Spatial Development Perspective (ESDP). The programme is implemented by EU member states in the framework of the Community Initiative INTERREG III.  The main objective of ESPON is to prepare:

  • a diagnosis of the principal territorial trends at EU scale as well as the difficulties and potentialities within the European territory as a whole;

  • a cartographic picture of the major territorial disparities and of their respective intensity;

  • a number of territorial indicators and typologies assisting a setting of European priorities for a balanced and polycentric enlarged European territory;

  • some integrated tools and appropriate instruments (databases, indicators, methodologies for territorial impact analysis and systematic spatial analyses) to improve the spatial co-ordination

The ESPON Project 1.1.1 deals with the role, specific situation and potentials of urban areas as nodes in a polycentric development. It was started in  2002 and completed in autumn 2004.

BEIDS Briefing 2005: New anti-pollution measures for the Baltic agreed
Russia and the eight EU countries bordering the Baltic Sea agreed three new anti-pollution resolutions at the annual meeting of the Helsinki commission (Helcom) last week. The resolutions deal with radioactivity, waterborne pollution, and measures to discourage dumping ship-source garbage and sewage at sea.
Helcom also announced that it would lead efforts to draw up a regional action plan for Baltic waters, as part of the EU's forthcoming marine environment strategy.

Meanwhile, Germany, Austria, Poland and the Czech Republic agreed to draw up a common strategy for the management of areas along the Elbe River by 2009 so as to ensure compliance with the EU water framework directive. The four countries will, by 2006, establish monitoring programmes for pollutants entering the Elbe. "The overall goal of the strategy is to restore and guarantee the river as a natural resource", the German ministry said in a statement.

BEIDS Briefing 2005: Norwegian Sustainability Indicators Proposed
A Norwegian government committee has proposed 16 national sustainability indicators to provide follow-up to the Government’s action plan for sustainable development. In contrast to an EU list of 14 sustainability indicators published in 2003, more than half of the indicators on Norwegians’ list are directly environment related.
The indicators include greenhouse gas emissions, the percentage of land area where the critical load for acidification has been exceeded, ecosystems (separately: terrestrial, freshwater and coastal), energy efficiency (use per unit of GDP), fisheries management, and household consumption of hazardous substances.

1st call for projects: Slovenia/Hungary/Croatia

The 1st ever Neighborhood call for projects was launched by the Slovenia/Hungary/ Croatia programme on 17 December 2004.  The overall objective of the programme is to promote the development of the trilateral border region.  This objective is to be achieved through the improvement of the competitiveness of the region within the European context, sustainable enhancement of the residents’ living conditions and assistance in overcoming regional development disadvantages caused by separation through national borders.

The deadline for submitting project proposals is 1 March 2005. During the application period, workshops are organized where application conditions are being explained in detail and assistance with partner search and project development is being provided. XXXVI CSD/BSR meeting

The XXXVI meeting of Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) was held on the 22nd - 23rd of February 2005 in Copenhagen (Denmark). During the meeting questions concerning preparation of the Sixth Conference of Ministers Responsible for Spatial Planning and Development in the Countries of the Baltic Sea Region were discussed and the final date of carrying was determined – October 14, 2005 in Gdansk (Poland). Also the project of Declaration on Strategy of Baltic Sea Region Development was considered. In the frame of the meeting the Policy Document was discussed as main document of the conference.

M.V. Perov, Representative of the Russian Ministry on Regional Development, participated in the meeting for the first time.

BEIDS Briefing 2004 - Nominations open for the Baltic Sea Prize
The “Aland Foundation for the Future of the Baltic Sea”, usually called the Baltic Sea Fund, has since 1990 annually been presenting awards to recognize significant and prominent contributions for the benefit of the environment of the Baltic Sea. Up till now nearly 50 prize winners, representing all of the Baltic Sea countries, have been awarded for their achievements. And the total sum of awards adds up to about 445 000 ˆ.
The Baltic Sea Fund invites companies, organizations as well as private individuals from the Baltic Sea region to submit nominations for the 2005 Baltic Sea Prize. They are looking for candidates engaged in finding practical and technical solutions to the environmental problems of our common inland sea, dedicated people to be found not only among scientists, environmental activists and artists but also administrators and decision-makers, not least in the business world.
The candidates must represent one of the Baltic Sea countries. To nominate a candidate for the award, write a letter, send e-mail or send a fax. Additional details (no more than 10 pages) that will illustrate the achievement and assist the jury’s decision-making process can be submitted but are not obligatory. In a similar way references may be mentioned. Information about nominations is kept confidential.

News release from Baltic 21 – An Agenda 21 for the Baltic Sea Region

Baltic 21 submitted to the Prime Ministers of the Baltic Sea States a report "Five Years of Regional Progress Towards Sustainable Development". The report can be downloaded here. The report delivers a concise assessment of sustainable development trends in the Baltic Sea Region and a review of the progress in the implementation of the Baltic 21 Action Programme. 

5th Baltic Sea States Summit, which was carried out on the 21st of June 2004 in Laulasmaa, Estonia, took note of the Baltic 21 Report and expressed their “interest in the concept of making the Baltic Sea region an Eco-Region for Sustainable Development covering the economic, ecological and social spheres”. Fifth call for project application of BSR IR IIIB Programme – 12 projects being preliminary approved

The fifth call for project application was closed on February 2004. Out 36 project applications submitted to quality assessment, 12 projects have been preliminary approved. 14 projects of the 5th Call of BSR IR IIIB indicated Russian partnership, 6 projects approved.

The final decision on approvals will be made during the SC meeting that is scheduled for 3-4 June 2004 in Riga (Latvia).

Conference on Environment, Security and Sustainability, The Hague, Netherlands
The Institute for Environmental Security with support of the Ministry of Housing, Strategic Planning and Environment of the Netherlands will hold an international conference on Environment, Security and Sustainability on May 9-12, 2004 in The Hague, Netherlands. It will bring together around 200 of the leading scholars and thinkers (senior decision makers and representatives from governments, non governmental organisations, development institutions, the private sector, and academia) and aims to derive comprehensive approaches to address the challenges posed by environmental change for human security. Registration Fee paid before 30 April is ˆ 300 and covers the costs of receptions, dinners, lunches, coffee/tea during the sessions and the conference documents.

Fifth call for project application of BSR IR IIIB Programme – 36 projects being assessed

The fifth call for project application was closed on February 2004. Altogether 39 projects sent their application to the Joint Secretariat. One project withdrew its proposal and two projects didn’t pass the technical eligibility check. 36 project applications are now undergoing the quality assessment. The decision on approvals will be made during the SC meeting that is scheduled for June 2004.

The last call of Tacis Cross-Border Co-operation small project facility programme will be closed on 2 April 2004.

In December 2003 Tacis Local Support Office in St. Petersburg has announced the opening of the Tacis cross-border co-operation small project facility programme.

The Leontief Center experts took part in Tacis informational seminar, held in St. Petersburg on 30 January 2004. Among the programme requirements it was mentioned that projects should present a strong aspect of cross-border cooperation and innovative approach, be ready for realization. It should aim the rise of life standard in the region of new independent states and promote a bridging interaction. Projects should co-finance 20% of project costs.

The deadline for the receipt of applications is 02/04/2004.

Seed Money – 5th project applications round closed

The fifth call for seed money projects was closed on March 2004. The Joint Secretariat received 42 seed money project applications. Especially measures 2.3 and 1.2 were popular. Majority of the Lead Partners in the applying projects is from Sweden, Finland and Latvia; many second obligatory partners come from Lithuania. 42 projects are now undergoing the eligibility and quality assessment. The decision on approvals will be made in the end of April 2004.

"Encos 2004", 1st European Networks Conference on Sustainability in Practice

"Encos 2004", the 1st European Networks Conference on Sustainability in
Practice that addresses the sustainability experts from across the Baltic Sea region will be held in Berlin, Germany on 1-4 April 2004. The organizers of the conference are the Collegium of Management and Design of Sustainable Development (KMGNE) and the project BEIDS. The deadline for submission of papers is December 1st 2003.

XXXII CSD/BSR meeting

The XXXII meeting of Committee for Spatial Development of the Baltic Sea Region - VASAB 2010 (Vision and Strategies Around the Baltic 2010) will be held on 4-5 March of 2004 in Riga (Latvia).

Belarusian Monthly Economic Review: No.1 (January 2004), No.2 (February, 2004) and ¹3 (Marth 2004).

The Institute for Privatization and Management under support of the Federal Ministry of Economics and Technologies (Germany) within the frames of the German Government Program TRANSFORM prepared the new issues of the Belarusian Monthly Economic Review in 2004: No. 1 (January 2004), No. 2 (February, 2004) and ¹3 (Marth 2004) where both analysis of functioning of the Belarusian economy and analysis of the main political events are presented.

The 5th call for project applications is closed

The 5th call for project applications was closed on 27 February 2004.

So far 39 project proposals were submitted to the secretariat. Additional applications may arrive by post this week (date of stamp /not later than 27.02.2004/ is the deciding factor). The approvals will be made during the Steering Committee meeting in June 2004.

BSR IR IIIB/Neighborhood Programme:

Monitoring Committee Task Force for amending the Community Initiative Programme) and Steering Committee Task Force for Programme Strategy

The Task Force for amending the main programme reference document Community Initiative Programme (CIP) meets in Rostock on 9-10 March to discuss the position paper of the Commission and necessary changes in the BSR INTERREG III B Neighborhood Programme.

On 11-12-March the BSR IR IIIB Steering Committee Task Force for Programme Strategy will meet in Berlin to discuss changes in the strategic focus of the Baltic Sea Region INTERREG III B Neighbourhood Programme.

The meetings of BSR Interreg Steering (meeting report of Russian representative V.Skorohodov) and Monitoring Committees took place in January-February of 2004. Within the meetings the Russian side has raised a question about creating a Task Force for preparing proposals for submitting changes to the Interreg III B program document  under conditions of transition to the Neighborhood Programmes.

The RNSC committee, as the main labour body of Russian regions in the framework of Interreg III B Programme under coordinating role of Committee for Economic Development has on the fly created "micro" Task Force for preparation of proposals for submitting to the Interreg III B program document.

Seed Money – 5th application round

Call for seed money was open for projects applications on 9 February 2004. The deadline is set to 8 March 2004.  The call is open for all measures and could provide funds up to 10,000 ˆ per project. Projects have to provide 50% co-financing.

The Baltic Strategy 21 Workshop will take place in Riga, Latvia.

Baltic 21 - an Agenda 21 for the Baltic Sea Region launched five years ago, approaching the renewal of its mandate in June 2004. While the initiative has been successful at the level of dialog and research, there is broad consensus that the next mandate period should produce more tangible, measurable results. For this purpose the Baltic Strategy 21 Workshop will take place on 22-23 January 2004 in Riga, Latvia. It aims to review current regional needs and challenges, to generate innovative new ideas for addressing those challenges through the unique, cross-sectoral platform that is Baltic 21 and to create initiative proposals for Baltic 21 that can serve as "Lighthouse Projects" in the next mandate period (2004-2008).

BSR Interreg IIIB project consultation meetings
BSR Interreg IIIB project consultation meetings was held on 14-16 January 2004 in Karlskrona (Sweden) and in Rostock (Germany) on 21-23 January 2004. Both meetings, aimed for partners working on large project elaboration for the 5th Call of BSR Interreg IIIB, covered issues related to the development of the project rationale and the various work-packages as well as budgetary and financial matters.

"BEIDS Five Years"

The Baltic Environmental Information Dissemination System (BEIDS) has now entered its fifth year. Since its origin as an Interreg-Project IIC back to 1999, BEIDS has evolved to become an important regional tool for environmental information in the Baltic region and its extensive network includes over 8.000 people and institutions across the region. As part of the "BEIDS Five Years" celebrations, a set of activities will be directly organised or supported by BEIDS in the region over the course of the year 2004. Some of them are:

  • a workshop on transborder cooperation in Tallinn, Estonia in February

  • a sustainability workshop in Berlin in April

  • a workshop on sustainable urban planning in St. Petersburg (Russia) in May

  • a workshop on Brownfields in Hamburg in June as part of the Baltic Urban Forum project

  • a conference on sustainable energy in Falkenberg (Sweden) in June

  • a sustainable development seminar in Cracow (Poland) in September

  • a conference on sustainability indicators in Kaunas (Lithuania) in October

  • the Euro Environment 2004 conference in Aalborg (Denmark) in November

The BSR INTERREG III B Steering Committee meeting will take place on January 26-27 2004 in Lubeck, Germany.

The 5th call for project applications was launched on 12 January 2004

The 5th call for project applications was launched on 12 January 2004 and will be closed on 27 February 2004.

From the fifth call on, the four BSR Accession Countries (Estonia, Latvia, Lithuania & Poland) will be eligible for full participation in ERDF funded projects, both as Lead Partners and project partners. The decision on fifth round project approvals will be made during the SC meeting that is scheduled for June 2004.

Approved projects - BSR Interreg IIIB Programme Seed Money 4th Round 

The 4th Round Seed Money BSR INterreg IIIB Programme was closed in September 2003. The final decisions on seed money projects have been made. Out of the 21 applications received, 20 went through the eligibility check and 10 passed the quality assessment and were approved.

The Russian project partners participated in 13 projects, 6 of them received an approval.

New Flyer for the BSR INTERREG III B programme has been prepared

The new flyer for the BSR INTERREG III B programme has been prepared, which gives general overview of the programme. According to the Programme Complement was amended on June 2003, only project partners from EU Members States can apply for funding from the BSR Interreg IIIB Programme. A potential funding source for Russian partners as well as partners from Belarus is the EU Tacis Programme.

 Planum is the European journal of planning online http://www.planum.net, funded project in the year 2000 by Ten Telecom. The current issue of Planum Newsletter presents a large number of updates. The relaunched section "city and immigration" focuses on how new populations can contribute to the re-configurations of urban and domestic spaces.

The 11th Annual Conference of the Baltic Sea States Sub-regional Cooperation  "Bridging the Future", EU Northern Dimension - a challenge for regions of the Baltic Sea took place in St. Petersburg on 23 - 25 October, 2003. The BSR Interreg IIIB RNSC Responsible, Mrs. Irina Karelina was a moderator of the BSSSC conference Workshop “Spatial development as a basis for future work within the Baltic Sea Region”. Meeting of the Joint Programming for elaboration of the cross border priorities (WS BSR IIIA Estonia – Latvia - Russia). The Good-Neighborliness Program for the years of 2004-2006.

The meeting of the Joint Programming for elaboration of the cross border priorities (WS BSR IIIA Estonia – Latvia - Russia) took place on September 4-5, 2003 in Riga (Latvia). The members of BSR Interreg IIIB Russian National Sub-committee, Pskov region representatives: Mr. V.V.Petruhin, Chairman of State-legal Committee, Deputy Head of Board of Administration of Pskov oblast and Mr. A.A.Balandin, Consultant of Committee for Foreign Affairs and Tourism, Administration of Pskov oblast participated in the meeting. As a result the Joint Programming document had been amended.

New Neighborhood Programmes

On July 1 2003 the European Commission proposed significant steps to boost cooperation with new neighbours of the enlarged EU. The plan for 2004 – 2006 would improve partnerships at the external borders with Russia, Ukraine, Belarus and Moldova, as well as with Balkan countries and in the Mediterranean after enlargement. Here please find the European Commission press-release for the New Neighborhood Programmes.

The document "Paving the way for a New Neighbourhood Instrument" prepared by the EC and distributed to RNSC members in early August of 2003.

It has four key objectives:

  • promoting economic and social development in the border areas;

  • working together to address common challenges, in fields such as environment, public health and fight against organized crime;

  • ensure efficient and secure borders;

  • promoting local, people-to-people partnerships.

On 25-26 September of 2003 the New Neighborhood Programmes presentation was made in Moscow. This meeting was organized for the Russian national and regional authorities - partners for cross-border cooperation, INTERREG Secretariat and Tacis representatives and gathered 53 participants including 7 RNSC members and observes.

Partner Search Forum (3) focused on polycentric settlement structures (measure 2.1), transport and communication (ICT) (measure 2.2) and institution and capacity building (priority 3) was held on June 15-17, 2003  in Gdansk (Poland).

Interested project owners were invited to present their project ideas related to the thematic fields mentioned above. Out of 45 Project Ideas interactively submitted to the Joint Secretariat, a Project Idea Catalogue was produced for dissemination among participants.

Thematic fourth call for seed money applications was open on 24 June 2003 and will be closed on 8 September 2003.

The call will be open for applications focusing on:

Measure 2.1: Promoting balanced polycentric settlement structures (settlement structures covers urban regions, rural areas and urban-rural partnerships),
Measure 2.2: Creating sustainable communication links for improved spatial integration (transport and ICT),
Priority 3: Transnational promotion of institution building, strengthening the capacity for spatial development activities (institution building in regional and local authorities and other bodies of importance to spatial development).

Spring of 2003

Joint Task Forces meetings 

Due to the EU enlargement and according to the European Commission proposal, amendments need to be done for the existing INTERREG programmes. In the Baltic Sea region, two new cross-border priorities (IIIA priorities) will be created within the existing IIIB BSR programme - EST-LV-RUS and LV-LT-BY.

To prepare these two priorities, the joint Task Forces unit was organized. Its members have identified partners on Estonian, Latvian and Lithuanian side and found relevant counterparts in Russia and Belarus to involve relevant partners from these countries in the preparatory process for the new priorities.

The first joint Task Force meeting was held on April 25, 2003 in Riga (Latvia).

The second joint Task Force meeting was held on May 26, 2003 in Tallinn (Estonia).

The next joint Task Force meeting will be held on June 30, 2003 in Vilnius (Lithuania).

Project ideas database of BSR INTERREG IIIB Programme has been launched

The new project ideas online database has been launched at www.bsrinterreg.net/projects.html. The aim of the database is to bring owners of project ideas and potential partners together, thus facilitating generation of projects.

To use the project ideas database please go to section "Project ideas and partner search" and choose the sub-section "Project Ideas". The menu on the left hand side will guide you to either add a new project idea, search for ideas or to change one of ideas that you submitted before. You can also subscribe to the “Project ideas mailing list” in order be informed about all new project ideas added to the database.

All previously submitted ideas (PIFs filled-in and sent to JS before the database was launched) have not been added to the database. Therefore owners of the project ideas are kindly asked to visit www.bsrinterreg.net/projects.html and submit their ideas once again (this time – on-line).

Decisions on seed money projects (3rd round)

The final decisions on seed money projects for the third call have been made.

Out of the 32 applications received, 31 went through the eligibility check and 16 passed the quality assessment and are approved. Out of the 16 approved projects 10 have lead partner from a non-EU country. From 11 submitted projects with the Russian project partners - 7 projects are approved.

BSR Interreg IIIB Russian National Sub-Committee: Co-chairmen rotation

In 2001-2002 years the Russian National Sub-Committee was co-chaired by:

EXTRA MEETING OF THE BSR INTERREG IIIB STEERING COMMITTEE

The Steering Committee will meet for an extra meeting to be held in Helsinki on 14 February 2003. The Steering Committee will review the project portfolio already approved and assess to which extent the objectives of the programme have been met so far. The Steering Committee will also discuss future directions, in particular with a view to the extended co-operation area during 2004 following EU enlargement. In 2003, the SC will be chaired by Ms Ulla Koski, Finnish Ministry of Environment.

SEED MONEY – THIRD APPLICATION ROUND

The next call for seed money applications will be open on 3 February and closed on 3 March 2003.

The BSR EU Member States have decided to add an extra amount of EUR 80.000 to the seed money facility to be used for seed money projects with lead partners from the four accession countries (Estonia, Latvia, Lithuania and Poland) as well as from Russia and Belarus. Maximum grant size per project is EUR 8.000 (20% national co-financing required). The seed money eligibility and selection criteria will be applicable to these funds. More information on this new funding is published in Seed Money section at www.bsrinterreg.net/projects.html.

Due to the fact that most of the financial means allocated to measure 1.2. (promoting sustainable spatial development of specific sectors) of the BSR INTERREG III B programme are committed, seed money projects are no longer encouraged to apply for funds in this measure (1.2.).

New visual identity guidelines for the cooperation programme with Russia (former Tacis).

New visual identity guidelines for the programs under the European Union, including Cooperation programme with Russia (former Tacis) have been adopted.

"The new guidelines have been drawn up to ensure that projects that are wholly or partially funded by the Europen Union (EU) visibly acknowledge the support of the EU. They are to be used in briefings, press conferences, presentations, invitations, signs......and all other items used to highlight EU participation......Contractors and/or implementing partners are responsible for giving adequate publicity to the project or programme that they are implementing and to the support from the EU."

And new contractors are required to follow them (they can be found on the website www.eur.ru under Tacis - How to work with Tacis?) - to be adapted). Please find here  a template for the stationary to be used by contractors. You will see the only requirement is that the contractor should not use any longer the Tacis logo, and have at the bottom of the page the EU logo with the sentence "This project is funded by the European Union under its Tacis Programme".

As regards business cards, they should also feature the EU logo and the above sentence. Of course they should also contain the name of the project etc. so that the person can not be confused with somebody working/representing directly for the EU

Approved projects - 3rd Call for project applications of the BSR Interreg IIIB Programme -

Decisions on project applications of the BSR Interreg IIIB 3rd Call were made at the Fourth Steering Committee Meeting on 16-17 December 2002 in Tallinn, Estonia. From 37 applications submitted - 36 applications passed the eligibility check and 16 projects went through the quality assessment  and were approved by the BSR INTERREG III B Steering Committee members. The Russian project partners are indicated in  9 approved projects.

The Meeting of Russian National Sub-Committee.

On the 21st of June 2002 the Second Meeting of Russian National Sub-Committee of BSR Interreg III B Program was held in St. Petersburg (Pushkin) to discuss the issues of North-West Russia’ participation in the collaboration in the spatial planning field in the Baltic Sea Region. The following representatives took part in the meeting: the members of Russian National Sub-Committee, the specialists in the Spatial Planning field and in the field of collaboration with European countries, as well as the representatives of VASAB 2010 program.

The meeting of the Deputy Head of VASAB Secretariat Mr. Jacek Zaucha and Leningrad oblast municipalities aimed for spread of information about INTERREG and VASAB programmes was organized in the Leningrad oblast Government office on February, 7, 2002. Mr. Zaucha took part in discussion and made a presentation about using of spatial planning instruments in the Baltic Sea Region while municipal strategic plans elaborating.

Mr. Vladimir Yakovlev, the Governor of St. Petersburg Meets Mr. Richard Wright, the Head of Delegation of the European Commission in Russia

On December 11th, 2002 Mr. Vladimir Yakovlev, the Governor of St. Petersburg met Mr. Richard Wright, the Head of Delegation of the European Commission in Russia in Smolny.

The following proposals of the European Commission on taking part in the 300th Anniversary of St. Petersburg Event were discussed in a course of the meeting:

«A Month of the European Culture 2003» in St. Petersburg (obtained by directive, adopted at the meeting of the Council of Ministers of Culture of European Union on May 28, 1998) and «The European Route» – a project of placing at historical sites of St. Petersburg the informational guides with the names of Europeans, who made a significant contribution to the city history.

A new call for proposals for Tacis Small and Micro Project Facilities (SPF and MPF) was launched

The European Commission’s Tacis Cross Border Cooperation Programme launched a new call for proposals for its small and micro project facilities (SPF and MPF) with a deadline for submissions of 21st March 2003. The Call invites local and regional authorities in border regions in Belarus, Moldova, the Russian Federation and Ukraine to submit proposals for funding in partnership with neighbouring countries in central Europe and European Union member states.

ENVIRONMENTAL ASSESSMENT IN THE LIGHT OF SUSTAINABLE DEVELOPMENT
The 5th Nordic Conference on Environmental Assessment will be held in
Reykjavík, Iceland 25 - 26th August 2003. The Conference is organised by the Planning Agency, Iceland and Nordregio in cooperation with the Ministry for the Environment and the University of Iceland.
The theme of the conference will be "Planning for sustainable development -
the practice and potential of Environmental Assessment". The overall aims of the
conference are to describe, analyse and discuss the role of Environmental Assessment with respect to planning and the political goal of sustainable development. The focus will be both on experiences so far, and on emerging issues with regard to the assessment of policies, plans and programmes through Strategic Environmental Assessment (SEA), and the assessments of projects in Environmental Impact Assessment (EIA). Furthermore, the theoretical basis for environmental assessment will be explored, in particular with regard to the existing theories of planning and policy analysis and recent developments in the field of planning theories with relevance to the impact assessment field will be highlighted. New guidelines and application forms both for TACIS Small and Micro CBC TSPF will be available after the official call for proposals, i.e. towards the end of 2002. Now they are under the process of amendments/discussions/approval within the EU/Europeaid.

Seed Money - Second application round closed

The second call for Seed Money applications was closed 1 September 2002. On the 16 October 2002, on behalf of the BSR INTERREG III B Steering Committee, the Joint Secretariat made the decisions on applications of the second call for seed money projects. After eligibility check and assessment, 9 out of 12 applications were approved. Among approved projects there is the one with Russian partnership – COASTMAN.

XXIX CSD/BSR Meeting

XXIX CSD/BSR Meeting was held in Helsinki , 21 – 22 November 2002

On 19-22 November, the Days of the North-West Federal District of RF were held in Germany. The Russian delegation visited Berlin, Hamburg and Dusseldorff, where about 150 joint projects were proposed to the German businessmen. The main event was the Berlin Conference, organized by the Orient Committee of the German Economics, Ministry of Economics and Labour of Germany and non-governmental organization «The German-Russian Forum». The Russian delegation, headed by Mr. Viktor Cherkesov, the Plenipotentiary of the President of the Russian Federation in North-West Federal District, was formed of the officials of the first-rate enterprises and the governors from 9 of 11 regions of the North-West Federal District of RF. In Berlin Mr. Viktor Cherkesov carried on negotiations with advisers to the chancellor of German Federal Republic on economic and external economic affairs issues, and with representatives of the Ministries of Transport and Building, Economics and Labour. In result Mr. Viktor Cherkesov and Mr. Claus Manhold, the Chairman of the Orient Committee of the German Economics agreed to take under their personal control from 5 to 10 investment projects to demonstrate a political support to the economic co-operation between two countries».

After the exhibition, the Russian delegation was divided. Some governors and businessmen went to Dusseldorf, where the presentation of the North-West Russia regions, specialized in mining, timber and metallurgical industries took place.

The second group of the Russian delegation went to Hamburg, where representatives of port regions of Germany and North-West of Russia got together.

Third Call for project applications closed

The third call of the BSR INTERREG III B programme was closed on 1 October 2002 with 37 applications submitted requesting over EUR 33 M (incl. EUR 3.5 M by the Norwegian partners) from BSR INTERREG III B funds.

36 applications that passed the eligibility check will now go through the quality assessment. In carrying out this task, the secretariat will receive assistance from a group of six independent experts that had been exclusively contracted for this purpose.

St. Petersburg City Governor meets the Chairman of Baltic Sea States Sub-regional Co-operation Organization (BSSSC)

October 2nd, 2002 Mr. Vladimir Yakovlev, the Governor of St. Petersburg City met Mr. Brunon Synak, the BSSSC Chairman. At the meeting the issues of the BSR cities and states’ co-operation were discussed. The special attention was paid to Environmental problems. A number of large ecological projects are developing in St.Petersburg: among them - the building of the South- West water recycling constructions. The operation of these construction will allow to decrease the daily volume of unfiltered currents from 800 thousands cub meters to 350-400 thousands cub meters. Five years ago the city dumped daily about 1,5 million cub meters of unfiltered currents. This project is planned for completion in two years.

Information Seminar for potential Project Financing Proposals in the TACIS Program framework was held in St. Petersburg.  

On September 25 of 2002 the Informational Seminar for potential Project Financing Proposals in the TACIS Program framework was held in St. Petersburg. St. Petersburg Tacis Support Regional Bureau, in common with the Committee for Foreign Affairs of St. Petersburg Administration held the seminar.

The necessity of seminar was caused by the European Commission launching Call for Project Financing Proposals in the Tacis Bistro Programme framework in August 2002, at the same time the application criteria and application-compiling rules are essentially changed.

The Head of St.Petersburg Tacis Support Regional Bureau V.À. Skorokhodov made his presentation in the framework of seminar «ÒACIS Bistro- august 2002».

Seminar «The Spatial Planning in Russia»

On July 5th a working seminar “The Spatial Planning in Russia” took place. It was organized within the framework of preparation for the project (“Forum East-West. The sustainable development of Baltic Sea Region”.) The project assignments are to offer an incentive for partnership development and to increase the possibilities for collaboration between the power authorities of North-West Russia Region and the Baltic Sea states, to provide with knowledge and experience exchanges in the field of the spatial planning and regional development.

The seminar was organized by “Leontief Centre” and the Center of Spatial Planning “Nordregio.” The specialists of Leontief Center and Center of Spatial Planning “Nordregio”, Russian specialists in the field of the spatial planning and collaboration with European countries took part in the seminar.

XXYIII CSD/BSR meeting

On 27-28th of June The XXYIII Meeting of Committee for Spatial Development of the Baltic Sea Region) VASAB 2010 (Vision and Strategies Around the Baltic 2010) took place under the organizing support of Leningrad Oblast’ Government. The one of the discussed issues was the project of East-West Forum Workshop and Model Region (Leningrad Oblast), focused on the partnership development and increasing the possibilities for collaboration between the power authorities of North-West Russia and the BSR states, as well as the providing with knowledge and experience exchange in the field of the spatial and regional planning. The Republic of Karelia was generally recognized as the Best European region of 2003.

In April of 2002 The Republic of Karelia was invited (among a few East–European regions) to participate in the entry of  “EuroRegion –2003”.

Since 2000, an international organization “Year European Region” with its headquarters in Barcelona (Spain) has been holding these entries for the regions of European Union. In 2002 the non-EU states have been invited to participate in the entry for the first time.
A few days ago the International Jury has announced two winners – the Spanish region of Balers Isles (among the EU states) and the Russian region  – The Republic of Karelia. The President of the international organization “Year European Region” congratulated heartily the Head of the Republic of Karelia Sergey Katanandov. The president, in particular, said: "We would like you to accept our hearty congratulations with your success. We are sure that from the current moment the Republic of Karelia is more world-famed and it will bring many positive results, which such a victory always brings.

65-year anniversary of Arkhangelsk oblast

In the fall of 2002 Arkhangelsk oblast celebrates 65 years anniversary of its foundation. In the framework of 65 years anniversary celebration a diversity of events will take place, including:
September 24th, 2002. a presentation of Arkhangelsk oblast will be made in press-center of Ministry of Foreign Affairs of the Russian Federation in Moscow. In the same place, in capital city, the Official Delegation will have a diversity of meetings with business circles and journalists.

October 3rd, 2002 ã.  The meeting of Regional Council of Barents Euro-Atlantic region will be held in Arkhangelsk.

October, 2-4th, 2002. the grand arrangements, devoted to the anniversary of oblast will take place in Arkhangelsk.
